WEAPONS OF MASS DESTRUCTION: IMPLICATIONS ON ASIA AND EUROPE

Background
WMD is a product of human beings. And to date, a sufficient amount of WMD that can entirely destroy the life of the whole mankind has been created. Therefore, complete elimination of WMD is a pressing and legitimate demand. However, what is happening in reality is far from our expectations. Some states, which are nuclear super-powers, not only permit themselves to store WMD, but also improve and use them on a tactical scale. Some other states have been trying to seek for nuclear weapons. The process of proliferation is going on selective basis under the pretext of preventing WMD. Aggressive wars are waged against other countries. On the other hand, victims of WMD concentrating in Asia and Europe, i.e. the victims of atomic bombing, depleted uranium, Agent Orange/Dioxin, who are living witnesses of WMD disasters, are being forgotten, and those perpetrators of the crimes are seeking ways to deny their responsibilities.
The question is in what way people in Asia and Europe can work together to protect the rights of the victims of WMD, to promote the struggle for elimination of WMD on a fair and comprehensive basis.
