On October 5, 2008, Vicenza overwhelmingly said no to a second U.S.
military base. In a referendum that had officially been suspended just four
days before it was to take place, 24,094 voters, determined to express
themselves, showed up to cast their votes. The referendum asked local
residents if they agreed with the City of Vicenza taking up measures to
purchase the Dal Molin area, the site of the proposed base, in order to
designate its use in the public interest and to protect the environmental
integrity of the site.

Ecuador's new constitution was approved with 64% voting "yes" on Sept. 28. "No" won 28% of the votes, 7% were invalid, and 0.7% left blank, according to the Supreme Electoral Tribunal.
The results of the referendum reflect the high expectations for change that the majority of Ecuadorians are feeling, and which they have ratified with their votes in the last four elections. This desire for a profound transformation also extends to the immigrants that have left for the United States and Europe, who have been hit by the economic crisis.

From Oct. 3-6 the II Hemispheric Conference Against Militarization took place in La Esperanza, Intibucá, Honduras. Over 800 delegates from social movements met. We represented 175 organizations from 27 countries, as well as Original Peoples of Indoamerica.(1)

The manner in which the United States has re-established its military presence in the Philippines by expanding supposedly 'temporary' exercises illustrates its attempts to radically overhaul its global offensive capabilities to prepare against China's rise while overcoming mounting domestic opposition to its presence around the world.
Since the closure of its military bases in the country in 1991, the United States has incrementally regained, transformed, and deepened its military presence and intervention in the Philippines.
