Towards a EU-Mexico Social Observatory

During the week of 24-27 November, RMALC-Mexico and CIFCA-Europe undertook a major advocacy initiative in Brussels to project core proposals for the democratisation of the current EU-Mexico agreements - particularly the Global Agreement (2000). Activities included meetings with policy makers, parliamentarians, media, NGOs and participation in the first official civil society consultation with the European Commission and the Mexican government. The core proposals included:

  • Mechanisms for participation of civil society in the political dialogue of the Global Agreement between the European Union and Mexico
  • Proposal to positively implement the democratic clause in the Global Agreement between Mexico and the European Union
  • Towards a social and environmental observatory on the effects of the EU-Mexico Agreements

TNI is a member of the CIFCA network and has been participating in this Joint Mexico-Europe Initiative as part of the TNI Alternative Regionalisms programme in which RMALC is a core partner. Brid Brennan, Pietje Vervest and Antonio Carmona Baez were participating for TNI.


Background Towards a Euro-Mexico Observatory

Strong people-to-people relations between Mexico and countries in Europe have been a significant feature of civil society interaction, cooperation and solidarity for many years. These have taken on a new dimension in response to the Zapatista struggles in the 90s and more recently civil society organisations and social movements in both regions have begun to challenge and respond to the impact of the Economic Partnership, Political Co-ordination and Co-operation Agreement (Global Agreement) signed by the European Union and the Mexican government on December 8, 1997 which came into force on October 1, 2000.

RMALC in Mexico and CIFCA in Europe have jointly spearheaded several initiatives and TNI, a member of CIFCA and RMALC are also joint partners in TNI's Alternative Regionalisms project.

In November 2001, a Civil Society "Encuentro" took place in Mexico City between Mexican and European organisations from the sectors of human rights, labour, women, indigeneous, environment and development NGOs. The objective of this "Encuentro" was to develop joint European-Mexican civil society initiatives, proposals and alternative strategies challenging the European Union and the Mexican Government on key elements of the EU-Mexico Agreements - particularly the Global Agreement. A Plan of Action was agreed at the Mexico "Encuentro" which is now initially concretised in this Joint RMALC-CIFCA Advocacy Initiative.
