Al declarar la inexistencia de cualquier alternativa, hace tres años, el gobierno mexicano renovó una guerra en contra de las drogas que ha tenido los mayores costos económicos y humanos en la historia reciente del país.

Fundados en conceptos propios de fines del Siglo XIX y principios del XX, los supuestos y lo resultados de esta guerra son ahora objeto de una creciente discusión pública, tanto en México como en el mundo. En este contexto, distintos países comienzan a explorar y poner en práctica políticas hacia las drogas más balanceadas e integrales, basadas no en la prohibición absoluta y los aspectos de seguridad, sino también en la prevención, la evidencia científica, la reducción de daño y el pleno respeto a los derechos humanos.
