Argentina has given the first sign that Uruguay’s groundbreaking cannabis reform just may have started a domino effect across Latin America. Following the momentous vote by its smaller neighbor’s senate this month — making it the first nation in the world to completely legalize the cannabis — Argentina’s anti-drug czar Juan Carlos Molina has called for a public discussion in his country about emulating the measure. His comments are the clearest sign yet that Uruguay’s strategy has kicked off a trend in the region.
The Uruguay Senate approved a bill to legalize marijuana and put its trade into state hands, in what many experts said marks a new model for the war on drugs in its principal battleground of Latin America. President José Mujica plans to sign the bill, which passed the lower house of Congress in July, into law. A Uruguayan state agency will oversee the distribution and sale of marijuana. The goal is to cut out drug trafficking and reduce the violence associated with it.
Major divisions over the global "war on drugs" have been revealed in a leaked draft of a UN document setting out the organisation's long-term strategy. The draft, written in September shows there are serious divisions over the longstanding US-led policy promoting prohibition as an solution to the problem. Instead, a number of countries are pushing for the "war on drugs" to be seen in a different light, placing greater emphasis on treating drug consumption as a public health problem, rather than a criminal justice matter. We, the undersigned human rights organizations, address you on this Fourth Meeting of Ministers Responsible for Public Security (MISPA) to follow up on the call upon governments to revise the orientation of drug policies that are being implemented in the Americas. This request for the governments took place during the 43rd Session of the OAS General Assembly which took place last June.
Speaking at a meeting of the hemisphere's security ministers in Medellin, United States Attorney General Eric Holder touted the Obama administration's efforts to curb mandatory minimum sentences. He also backed a more heterodox approach to citizen security, a sign of a subtle shift in the U.S.-backed 'War on Drugs' in the region. Holder delivered his address at the Fourth Meeting of Ministers Responsible for Public Security in the Americas (MISPA IV), a biannual OAS-sponsored conference designed to promote policy coordination on the issue. The marijuana regulation bill, which has been passed by the lower house of the Uruguayan parliament, will allow registered users to buy up to 40g a month from a chemist's, registered growers to keep up to six plants, and cannabis clubs to have up to 45 members and cultivate as many as 99 plants. Julio Bango, one of the legislators who drafted the bill: "This is an experiment without a doubt and it will have a demonstrable effect. That could be important for the world because it could be the start of a new paradigm."

Jamaica's current volatile security environment and its economic malaise are reasons enough to seriously consider joining their Latin American counterparts to debate a raft of new policy options, not only in rhetoric, but also through public policy. Our prison conditions and local magistrate courts are bursting at their seams from inmate overcrowding and case overloads for marijuana possession that amount to miniscule consumption levels.
At the annual UN General Assembly meeting held in New York, presidents from around the world have the chance to state their views on the key international issues of the day. Not surprisingly, the crisis in Syria, Iran’s pursuit of nuclear weapons and the Millennium Development Goals took center stage this year. Yet a careful viewing of the speeches of the Latin American presidents illustrates the growing voice of Latin American leaders calling for meaningful reform of drug control policies.
Guatemalan President Otto Perez Molina rose to power in 2011 on the promise of crushing organized crime. The former army general pledged high-security prisons, an increased police force and the deployment of soldiers in the fight against drug gangs, which have transformed Guatemala into one of the most violent places in the world.
The "war on drugs" has not been won, Colombian President Juan Manuel Santos told the United Nations, exhorting the world body to add teeth to the Special Session on Drugs in 2016, proposed by Mexico and accepted by the world body. The Organization of American States was commissioned to study new approaches to combating illegal drugs. The studies were delivered in May proposing that the United Nations give them serious consideration in time for the special session on drugs.
At the root of the drug policy debate in Latin America is growing recognition that present policies have failed to achieve the desired objectives, the extremely high costs of implementing those policies paid by Latin American countries, and the need to place higher priority on reducing unacceptably high levels of violence. Of particular concern is the spread of organized crime and the resulting violence, corruption and erosion of democratic institutions.
In an op-ed first published in Mexico’s El Universal and Brazil’s O Globo on Tuesday, Cardoso praised the proposal’s potential to take away profits which fuel illcit drug trafficking networks, saying it was “worthy of serious consideration.”
It was nearly standing room only Monday at UN Headquarters in New York, for a presentation of the Organization of American States’ reports on “The Drug Problem in the Americas” and the Declaration of Antigua Guatemala, “For a Comprehensive Policy against the World Drug Problem in the Americas,” adopted during the 43rd Regular Session of the Organization of American States General Assembly in La Antigua, Guatemala from 4 to 6 June 2013.
In April 2012, most of the hemisphere’s presidents gathered at the Summit of the Americas in Cartagena, Colombia and held a closed-door meeting where drug policy was the only topic discussed. Following that meeting, Colombian President Juan Manuel Santos announced that the Organisation of American States (OAS) was being tasked to analyse the results of hemispheric drug policies and to “explore new approaches to strengthen this struggle and become more effective”. Thus began a one year process led by OAS Secretary General José Miguel Insulza, with the support of OAS staff from the Secretariat for Multidimensional Security and the Inter-American Drug Abuse Control Commission (CICAD), as well as a range of independent experts.
This year’s annual General Assembly meeting of the Organization of American States (OAS), which brings together the hemisphere’s foreign ministers, marked a milestone in the Latin American drug policy debate. For the first time, the drug policy issue was the primary theme of a hemispheric meeting and, in a closed-door meeting of the foreign ministers, a process was laid out for continuing the discussion, culminating in a Special Session of the General Assembly to be held in 2014.
