    The most important drug policy event this quarter was undoubtedly the 57th Session of the UN Commission on Narcotic Drugs (CND) in Vienna from 13 to 21 March, the first two days of which were dedicated to a high-level review of the past five years. The winds of drug policy change were clearly felt in the statements made by several Latin American countries – Colombia, Guatemala, Ecuador, Mexico and Uruguay – and some European countries – the Czech Republic, Norway and Switzerland, among others.

    Khat is as potent as a strong cup of coffee and has no organised crime involvement – yet the government wants to spend £150m on a ban that would create far more severe problems. When the Advisory Council on the Misuse of Drugs, the government's expert advisors, were asked to consider khat, they said that it would be "inappropriate and disproportionate" to ban it. The cross-party home affairs select committee, on which I serve, produced a unanimous report opposing a ban. And yet the home secretary plans to do it anyway.

According to Social Democrat Frank Jensen, the Danish capital can only get a grip on its huge trade in Cannabis if the state itself muscles in and displaces the pushers. Aware that a municipal government peddling its own grass might sound a little crunchy, Jensen is emphasizing the proposal's seriousness. "This isn’t a hippie proposal," he told newspaper Berlingske.
