To address its serious drug use problems, Myanmar should change its drug policy towards a harm reduction approach. Instead of a repressive approach, voluntary and evidence-based treatment and public health services, including harm reduction, should be made available and become generally accepted by enforcement officials and by the community at large.
Preparations are gathering pace for the United Nations General Assembly Special Session (UNGASS) on drugs, to be held on the 19th to 21st April 2016 in New York. Following several months of discussion on procedural elements, attention is now focused on negotiating the content of the "short, substantive, concise and action-orientated outcome document comprising a set of operational recommendations" to be approved by the General Assembly next April. At the CND intersessional meeting on 12th June, countries and regional groups were invited to submit their first ideas for what could be included in this Outcome Document, by a deadline of 11th September.
On 19th to 21st April 2016, there will be a United Nations General Assembly Special Session (UNGASS) held in New York, dedicated to the issue of drug policy. The General Assembly is the highest policy making and representative organ of the United Nations (UN), and its infrequent Special Sessions focus on pertinent topics at the request of member states. The UNGASS on drugs has the potential to be a ground-breaking, open debate about the international drug control system – but there is much work to be done to ensure that it fulfils that potential.
In 2008, Harm Reduction International released the Global State of Harm Reduction, a report that mapped responses to drug-related HIV and hepatitis C epidemics around the world for the first time.(1) The data gathered for the report provided a critical baseline against which progress could be measured in terms of the international, regional and national recognition of harm reduction in policy and practice. Since then, the biennial report has become a key publication for researchers, policymakers, civil society organisations and advocates, mapping harm reduction policy adoption and programme implementation globally.

The upcoming United Nations General Assembly Special Session on Drugs (UNGASS) in 2016 is an unprecedented opportunity to review and re-direct national drug control policies and the future of the global drug control regime. As diplomats sit down to rethink international and domestic drug policy, they would do well to recall the mandate of the United Nations, not least to ensure security, human rights and development.
The Expert Seminar on the Global Experiences with Harm Reduction for Stimulants and New Psychoactive Substances (NPS), an initiative of the Transnational Institute (TNI) and Forum Droghe, took place in Rome on May 20, 2014 at Università Pontificia Lateranense. A total of 23 people attended the meeting, representing research and academic institutions as well as non-governmental organizations working in the field.

By taking cues from users’ self-regulation strategies, it is possible to design innovative operational models for drug services as well as drug policies, strengthening Harm Reduction as an alternative approach to the disease model.
The expert seminar “Innovative cocaine and poly drug abuse prevention programme”, organized by the Forum Droghe, took place in Florence, gathering over 30 people, mainly drug addiction professionals (clinicians or working in harm reduction programs); academics, researchers, NGO representatives. The seminar was introduced by a public presentation of the project, addressed to local and regional policy makers, Italian press and drug professionals from the whole region, in addition to foreign and Italian participants to the seminar. The general aim was to identify the main features of an innovative model of intervention, gathering suggestions from research on “controls” over drug use.
The opening in September 2012 of the first centre for drug addicts in Bogota is a welcome first step towards more humane and effective drug policies in Colombia’s capital city, but to be effective needs to be integrated into proper overall drugs strategy.

This article examines the subjective impact of medical cannabis on the use of both licit and illicit substances via self-report from 404 medical cannabis patients recruited from four dispensaries in British Columbia, Canada. The aim of this study is to examine a phenomenon called substitution effect, in which the use of one product or substance is influenced by the use or availability of another.
The global war on drugs is driving the HIV pandemic among people who use drugs and their sexual partners. Throughout the world, research has consistently shown that repressive drug law enforcement practices force drug users away from public health services and into hidden environments where HIV risk becomes markedly elevated. Mass incarceration of nonviolent drug offenders also plays a major role in spreading the pandemic. Today, there are an estimated 33 million people worldwide living with HIV – and injection drug use accounts for one-third of new HIV infections outside of sub-Saharan Africa.
For the past 10 to 20 years, drug consumption rooms (DCRs) have become an integrated part of the drug treatment and harm reduction strategy in a variety of countries in Western Europe, North America and Australia. However, they have not yet been established in the majority of countries worldwide.
The prescription of substitution drugs, such as methadone and buprenorphine, has become a mainstream, first-line treatment for opioid dependence, with around 700 000 of Europe’s 1.3 million problem opioid users receiving substitution treatment today. But a small minority of entrenched opioid users repeatedly fails to respond to interventions of this kind. Findings from international trials now suggest that the supervised use of medicinal heroin can be an effective second-line treatment for this small, and previously unresponsive, group. In this latest EMCDDA Insights report, experts describe the development as ‘an important clinical step forward’.

The use of illegal drugs remains a serious threat to community health. However, despite the substantial social costs attributable to illegal drugs, a well-described discordance between scientific evidence and policy exists in this area, such that most resources go to drug law enforcement activities that have not been well evaluated. When the Office of the Auditor General of Canada last reviewed the country’s drug strategy, in 2001, it estimated that of the $454 million spent annually on efforts to control illicit drugs, $426 million (93.8%) was devoted to law enforcement.
This note provides an overview of human rights and international law concerns raised by the 2011 Annual Report of the International Narcotics Control Board. These include questionable legal reasoning by the Board; the absence of broader human rights norms; problematic statements on specific issues; unqualified comments and support for policies despite human rights risks; and stigmatising language unbecoming a UN entity. These are patterns that are evident in previous Annual Reports.
