As the UN International Narcotics Control Board (INCB) launches its annual report on Tuesday, 4 March, amidst an unprecedented crisis in the international drug control regime, leading drug policy reform experts have called on the INCB and related UN institutions to urgently open up a constructive dialogue on international drug policy reform.
Canada's war on drugs has caused serious harm, particularly for the nation's most vulnerable, according to a Canadian Public Health Association (CPHA) policy paper. The report, A New Approach to Managing Psychoactive Substances, calls for the decriminalization of drugs such as marijuana, heroin and cocaine, as well as strategies to reduce harm and address the social conditions underlying problem substance use.
'Policy Shift' identifies ten key policy changes that are required to support just alternative agriculture investments. The approach integrates human rights into the core of decision-making and is informed by practical, on-the-ground examples of positive agricultural investments that benefit both small-scale farmers and communities.
If D.C. residents vote to legalize marijuana possession next week, it wouldn’t just mean a sea change in drug policy in the nation’s capital. It could also mean big business. A study by District financial officials shared with lawmakers estimates a legal D.C. cannabis market worth $130 million a year. The IV Symposium on Medicinal Cannabis in Brazil focused on patients who need treatment via medicinal cannabis and its components. Today, these patients struggle with access to such treatment, mainly due to bureaucracy. The event undoubtedly generated attitudes in favor of medical marijuana in the country. However, and unfortunately, less than 10 days after the event ended, National Health Surveillance Agency (ANVISA) postponed a vote for the reclassification of cannabis.

The BRICS have played an important role at moments in slowing down neoliberal trade policy, but do not depart from a global trade model that has yielded great profits for a few major transnational companies and witnessed a race to the bottom in term of wages, working conditions, and environmental protection.
If you actually read the treaties, while they do set firm limitations on the legal, "non-medical" or "non-scientific" sale of schedule drugs — limits that Uruguay, Colorado and Washington ignored when legalizing cannabis — they don’t otherwise obligate countries to penalize drug use. Even the 1988 convention, the harshest of the three, which instructs countries to criminalize use, still provides an out for states, allowing such laws only as they are "subject to its constitutional principles and the basic concepts of its legal system." This loophole has been used by the Dutch to argue legally for their coffee shops.

Scheduling is mostly prioritised in its repressive pole, though present debates are increasingly highlighting the need to modify the balance of the system in order to affirm the importance of the principle of health.
UN’s International Narcotics Control Board (INCB) unprecedented condemnation of the use of death penalty for drug-related offences is welcome if long overdue. The bigger question is whether INCB’s consideration of human rights can be extended into a proper human rights and evidence-based examination of UN’s entire drug control regime.
