As is now to be expected, the World Drug Report 2013 represents an impressive and wide-ranging set of data, analysis and policy prescription, and provides an overview of recent trends and the current situation in terms of production, trafficking, and consumption, including the consequences of illicit drug use on health. This year it also devotes considerable space to the phenomenon of New Psychoactive Substances (NPS).
News about the disappointing content of the Political Declaration to be adopted at the High Level Segment of the 52nd Commission on Narcotic Drugs (CND) next week in Vienna is filtering to the outside media. Meanwhile, the UN Office on Drugs and Crime (UNODC) is gearing up to claim success for the failing international drug control system.
The "Beyond 2008" NGO Forum was held in Vienna, Austria from July 7-9, 2008. It was the final step in the global consultation of NGOs involved in responding to drug related problems and to provide civil society input for the 10-year UNGASS review.
Three draft resolutions and the draft declaration were subject to a line by line examination and intense debate. At the end of the Forum the Declaration and three Resolutions were adopted by consensus by all those participating in the Forum. This was an historic achievement and reflected the maturity and commitment of the global NGO community.
International tensions over Uruguay’s decision to regulate the cannabis market reached new levels when Raymond Yans, president of the International Narcotics Control Board (INCB), accused Uruguay of negligence with regard to public health concerns, deliberately blocking dialogue attempts and having a "pirate attitude" towards the UN conventions. President Mujica reacted angrily, declaring that someone should "tell that guy to stop lying," while Milton Romani, ambassador to the Organisation of American States (OAS), said that Yans "should consider resigning because this is not how you treat sovereign states."
At the International Conference on Alternative Development (ICAD), held in Lima from 14 to 16 November, the Peruvian Government supported by the UNODC claimed that currently in Peru the surface planted with alternative development crops is superior to the amount of coca, used for the production of cocaine. Allegedly, the 80 thousand hectares with cocoa and coffee have successfully replaced an illicit economy, or prevented it to establish itself.
In November 2011 I was invited by the Thai government to take part in an international delegation to develop a set of UN International Guiding Principles on Alternative Development. Our work began with a five-day journey along the Thai-Burma border to see first-hand the development programs that have been successful in virtually eliminating poppy production in that country. Over 100 government officials and experts from 28 countries visited the Thai “Royal Project,” which has research stations and development projects in five Northern provinces of the country.
An internal United Nations draft document leaked last weekend has offered outsiders a rare look at longstanding disagreements between member states over the course of U.N. drug policy. The document, first publicised by The Guardian and obtained by IPS, contains over 100 specific policy recommendations and proposals from member states, many at odds with the status quo on illicit drug eradication and prohibition.
If you actually read the treaties, while they do set firm limitations on the legal, "non-medical" or "non-scientific" sale of schedule drugs — limits that Uruguay, Colorado and Washington ignored when legalizing cannabis — they don’t otherwise obligate countries to penalize drug use. Even the 1988 convention, the harshest of the three, which instructs countries to criminalize use, still provides an out for states, allowing such laws only as they are "subject to its constitutional principles and the basic concepts of its legal system." This loophole has been used by the Dutch to argue legally for their coffee shops.
Weaknesses in the United Nations drug control system have often been identified, related to the functioning of the key organs – the UN Office on Drugs and Crime (UNODC), International Narcotics Control Board (INCB), and the Commission on Narcotic Drugs (CND) –, related to collaboration with the wider UN system – the World Health Organistaion (WHO), UNAIDS, UN Development Programme (UNDP), etc. – and related to the outdated character of several treaty provisions.
This week, representatives from many nations will gather at the annual meeting of the United Nations Commission on Narcotic Drugs in Vienna to determine the appropriate course of the international response to illicit drugs. Delegates will debate multiple resolutions while ignoring a truth that goes to the core of current drug policy: human rights abuses in the war on drugs are widespread and systematic.
The Danish development minister, Christian Friis Bach (Radikale), has decided to cease providing financial support to a United Nations anti-drug programme due to revelations that Iran has been using the programme to execute hundreds of criminals every year. "It's a signal to Iran that the implementation of the death penalty is unacceptable and not something we can be involved with," Bach told Politiken newspaper.

At the International Conference on Alternative Development (ICAD), held 15-16 November 2012 in Lima, the Peruvian Government continued to insist on the relevance of “Alternative Development (AD),” with particular emphasis on the so-called San Martín “miracle” or “model.” The model, started with the support of international cooperation, is proposed by Peru as a paradigm to be followed worldwide by regions and countries that also deal with problems associated with crops grown for illicit purposes.
A top Russian diplomat, Yuri V. Fedotov, has emerged as the front-runner in the race to become the Executive Director of the UN Office on Drugs and Crime (UNODC) – the world's new drug czar, according to Colum Lynch, a longtime Washington Post correspondent who reports on the United Nations for Turtle Bay.

The war on drugs is edging towards a truce. Half of Americans want to lift the ban on cannabis. America’s change of heart has led many to wonder if the UN conventions might be reformed to legalise some drugs and treat the use of others as a problem requiring health measures, not criminal or military ones. Colombia, Mexico and Guatemala delivered a landmark declaration to the United Nations Secretary General calling on the organization to lead a debate on alternative approaches to the current war on drugs, though it is likely to fall on deaf ears. The statement, issued to Secretary General Ban Ki-moon on October 1, contains 11 points outlining the three countries’ views on the current state of organized crime and counternarcotics policy in the Americas (see declaration in English here, and in Spanish here).
In its 2006 World Drug Report, the UN Office on Drugs and Crime (UNODC) struggles to construct success stories to convince the world that the global drug control regime has been an effective instrument. UNODC Executive Director, Antonio Maria Costa claims that the world is experiencing a devastating “cannabis pandemic”. His strong language is at odds with other sections of the report, TNI commented in a press release.
