The United States will file a formal objection Wednesday to Bolivia's proposal to end the ban on coca leaf-chewing specified by a half-century-old U.N. treaty, according to a senior U.S. government official. "We hope that a number of other countries will file as well," the official told The Associated Press on Tuesday. He spoke on condition he not be further identified, citing the topic's political sensitivity.
Bolivia will ask the United Nations to organize a conference on coca leaf-chewing if the U.S., Britain and Sweden don't withdraw their objections to the country's efforts to drop the ban on the age-old practice in an international treaty, Bolivia's U.N. ambassador said Friday.
The terms used in the preface to the 2011 INCB annual report leave no doubt as to the illness afflicting this UN body: a (deep) regret  is running through its old veins. Yet again, its poison is directed at Bolivia, that small country which dares to challenge and stretch what is allegedly firm and static, and all in the name of an old indigenous habit. This saga must come to a close sometime soon, both parties must have thought, but as yet no happy ending is in sight.
Is coca a dangerous drug that should be tightly regulated, or an essential part of Andean indigenous people's cultural and medicinal heritage? Or perhaps both? In the coming months, diplomats at the U.N. body will face the thorny issue of how to address the production and use of coca plants in the Andes region of South America.

This report commissioned by the European Commission, found no evidence that the global drug problem has been reduced during the period from 1998 to 2007 – the primary target of the 1998 UNGASS, which aimed to significantly reduce the global illicit drugs problem by 2008 through international cooperation and measures in the field of drug supply and drug demand reduction. Broadly speaking the situation has improved a little in some of the richer countries, while for others it worsened, and for some of those it worsened sharply and substantially', among which are a few large developing or transitional countries. Given the limitations of the data, a fair judgment is that the problem became somewhat more severe.
Bolivia's government has informed the United Nations it is renouncing the world body's anti-drug convention because it classifies coca leaf as an illegal drug, the Foreign Ministry said Thursday. Bolivia's decision comes after a proposal by President Evo Morales to remove language obliging countries that have signed the convention to ban the chewing of coca leaves was rejected following U.S. objections.
In 2009, the Bolivian government requested that the United Nations amend the 1961 UN Single Convention on Narcotic Drugs. The proposed amendment would remove the unjustified ban on coca leaf chewing while maintaining the strict global control system for coca cultivation and cocaine. The 18-month period to contest Bolivia’s requested amendment ends January 31, 2011. Several countries, including the United States, Colombia, the Russian Federation, Japan, France, the UK, Germany, Italy, Sweden and Denmark, are considering submitting formal objections to the Secretary General. The International Drug Policy Consortium (IDPC) calls on these governments to think again. The continuation of the ban clearly conflicts with official multilateral government declarations, including the 2007 UN Declaration on the Rights of Indigenous Peoples.
The United States’ State Department’s website recommends coca tea for altitude sickness, and its La Paz embassy has been known to serve it to visitors. The UN’s declaration on indigenous peoples, which the United States endorsed last month, guarantees the protection of “cultural heritage, traditional knowledge and traditional cultural expressions”.
Today the Plurinational State of Bolivia can celebrate a rightful victory, as the country can become formally a party again to the 1961 Single Convention on Narcotic Drugs, but without being bound by its unjust and unrealistic requirement that “coca leaf chewing must be abolished.” This represents the successful conclusion of an arduous process in which Bolivia has sought to reconcile its international treaty obligations with its 2009 Constitution, which obliges upholding the coca leaf as part of Bolivia’s cultural patrimony.
The Washington Office on Latin America (WOLA), the Andean Information Network (AIN), and more than 200 other concerned organizations and individuals yesterday sent a letter to U.S. Secretary of State Hillary Clinton, calling for the Obama administration to immediately withdraw its objection to Bolivia’s proposed amendment to the 1961 United Nations Single Convention on Narcotic Drugs.

The way the world looks at drug control is changing. There has been a growing awareness of the issue for the past decade, as well as increasing public outcry over what many see as a failure of the once popular "war on drugs." Nowhere is this battle more pronounced than in the so-called "marijuana wars," which are slowly growing into an old-fashioned standoff between the states and the federal government.
Bolivia will again belong to the 1961 Single Convention on Narcotic Drugs after its bid to rejoin with a reservation that it does not accept the treaty’s requirement that “coca leaf chewing must be banned” was successful Friday. Opponents needed one-third of the 184 signatory countries to object, but fell far, far short despite objections by the US and the International Narcotics Control Board.
According to the government of Bolivia, the only three countries that did file a formal objection to the amendment of Bolivia to abolish the ban on coca leaf chewing in the 1961 UN Single Convention on Narcotic Drugs, withdrew their objections.
The Washington Office on Latin America (WOLA) and the Transnational Institute (TNI) have learned that the United States is moving to oppose, as soon as this week, Bolivia’s formal request to remove the obligation to ban the chewing of coca leaves— an indigenous practice dating back more than 2,000 years. TNI and WOLA strongly encourage countries to support Bolivia’s proposal, which is a legitimate request based on scientific evidence and respect for cultural and indigenous rights.
Bolivia’s denunciation of the 1961 Single Convention on Narcotic Drugs is not just about one treaty. It is about finding an appropriate balance between multiple concurrent and conflicting international legal obligations. When international treaties ratified by or acceded to by Bolivia and relevant jurisprudence are taken into account, it is clear that Bolivia would find itself in breach of multiple international agreements were it to fully implement the 1961 Single Convention as written. A reservation on the 1961 Single Convention is the most reasonable and proportionate way to address this conflict.
A clear divide in drug control approaches became apparent at the end of the High Level Segment of the Commission on Narcotic Drugs (CND) on March 11-12 in Vienna, where countries gathered to review to progress since the 1998 UN General Assembly Special Session (UNGASS) and set a framework for the next 10 years through a Political Declaration and Plan of Action.
At one side of the divide a growing number of countries opt for pragmatic evidence-based harm reduction policies, while at the other side countries desperately cling to a zero tolerance approach that has failed to produce any significant result the past decade. Despite the diplomatic façade, the conclusion cannot be otherwise that the Vienna consensus on drug control that has paralysed progress in international drug control for decades, has fallen apart.
The UN’s International Narcotics Control Board (INCB), which monitors implementation of the global drug treaties, has trained its fire on Bolivia, this time accusing the country of threatening the integrity of the entire international drug control regime by defending traditional uses of the coca leaf.
