Clinical observations and scientific evidence - The use of some drugs in Chile remains silenced in official discourses, making it important to clinically observe the various ways those drugs requiring more attention appear, and which are not seen as a priority in mental health. Specifically, this is the case with cocaine paste, widely used by people living in poverty.

The Research Consortium on Drugs and the Law (Colectivo de Estudios Drogas y Derecho, CEDD) has published a new study that assesses state responses to illicitly-used drugs in eight countries in Latin America: Argentina, Brazil, Bolivia, Colombia, Ecuador, Mexico, Peru and Uruguay. The study found that Latin American governments’ approach to drug use continues to be predominantly through the criminal justice system, not health institutions. Even in countries where consumption is not a crime, persistent criminalization of drug users is common.

A recent systematic review concluded that cannabis use increases risk of psychotic outcomes independently of confounding and transient intoxication effects. Furthermore, a model of the association between cannabis use and schizophrenia indicated that the incidence and prevalence of schizophrenia would increase from 1990 onwards.
An alliance of influential charities has condemned a key government drugs strategy document, calling it an "ideological attack" on proven addiction treatments and "dangerously and deeply flawed". It warns that ministers will be putting lives at risk if proposed plans to push through "abstinence-based" approaches go ahead.
Rio de Janeiro’s Pacification Police Units (UPP) are celebrating their fifth year in 2013. They do so with generally positive approval ratings from the media and society as a whole. A recent study by Instituto Data Favela indicates that 75% of favelas inhabitants approve of the UPPs. Notwithstanding major crises and criticism, the UPP constitute the single most important public security initiative in the state. In 1945, the United Nations was established to 'save succeeding generations from the scourge of war.' Today, the language of war has been adopted for policy objectives. The 'war on drugs' is now more widespread and higher in financial and human cost than ever, and has impacted negatively across borders and across human rights protections. The war on drugs has left in its wake human rights abuses, worsening national and international security and barriers to sustainable development.

Across the Americas, an unprecedented debate on drug policy reform is underway. While a regional consensus on what form those reforms should take remains elusive, there are at least two issues where consensus is growing: the need to address drug use as a public health, rather than criminal, issue and the need to promote alternatives to incarceration for low-level, nonviolent drug offenders and ensure proportionality in sentencing for drug-related crimes. Draconian drug laws were often adopted in Latin American countries with the encouragement – if not outright diplomatic, political and economic pressure – from the U.S. government.
The United Nations should overhaul the operations of the International Narcotics Control Board (INCB), the quasi judicial body that monitors states’ implementation of their obligations under the UN drug conventions. Lawmakers from opposite ends of the political spectrum unveiled a bill Thursday that would give Mainers the chance to legalize marijuana for recreational use in a statewide referendum. The bill, sponsored by Rep. Diane Russell, D-Portland, and co-sponsored by Rep. Aaron Libby, R-Waterboro, would make vast changes in Maine’s drug law, ranging from making possession of up to 2.5 ounces of pot legal to imposing a tax of $50 per ounce.
Meetings of the Commission on Narcotic Drugs (CND) are no forum for debate and change. The author, a former senior officer of the United Nations International Drug Control Programme (UNDCP), shows how CND meetings are manipulated in the interests of 17 developed countries that largely fund UNDCP – the CND’s ‘civil service’. However, these major donors are not united on policy or on how to apply the UN drug Conventions, so CND decisions reflect the lowest level of disagreement, with major splits on policy ignored.
The UK could become a hub for smuggling the herbal stimulant khat, European police and politicians have warned. The Netherlands is the latest country to outlaw the sale of the plant, which is now banned in sixteen EU member states and Norway. Khat is freely sold in the UK and observers say the UK's isolated stance could make it the main base for Europe's khat trade. The British government has commissioned a new review of khat use.
Since the 1912 signing of the Hague Opium Convention—the agreement that formally established narcotics control within international law—the United States has established itself as the dominant actor in determining drug control policies around the world. A chief architect of the international drug control regime, Washington has done its best to ensure that all subsequent international conventions obligate countries to adapt their domestic legislation to criminalize virtually all acts related to the illicit market in controlled substances, with the important exception of drug consumption. The predominant focus on prohibition and criminalization has been exported to Latin America, where the vast majority of the cocaine and heroin consumed in the United States originates.
The chief drugs adviser to the government has given his strongest warning yet on legal highs in Britain, saying there are now more than 200 synthetic psychoactive drugs being sold outside existing laws. He rejected a new approach in New Zealand, which tests and licenses the sale of these new psychoactive substances, as unworkable in Britain, but said a solution might be found by tweaking the Medicines Act or using consumer protection laws.
