Country delegations to the UN Commission on Narcotic Drugs (CND) don’t usually vote on things… The protocol is that member states reach consensus on language and policy (often meaning that the final language reflects the lowest common denominator). Usually this diplomatic process works and delegates compromise. However, at the most recent inter-sessional meeting of the CND on 5th November, some delegates drew “red lines” and staked out non-negotiable positions on key issues.

Authorities in Switzerland decriminalized possession of small amounts of cannabis earlier this month with the introduction of a 100-franc fine but a pot smokers group is already dispensing advice on how to avoid the penalty. The Zurich-based group Legalize it! believes the law is still too harsh on pot smokers and in a German-language brochure it advises users to lie to police to avoid paying the fine.
On thursday 28 February 2008 the Dutch Parliamentary Justice Commission devoted its debate to the drugs UNGASS review. Martin Jelsma was invited as one of the experts to share with the commission TNI's views on the importance of the review process. A diplomatic cable shows U.S. officials opposed the Insite supervised injection site in Vancouver and wanted the federal and municipal governments to shut it down. The reference to Vancouver-based Insite is found in a U.S. Embassy assessment of Canadian drug policy dated Nov. 2, 2009 and released through Wikileaks.
In March 2008, the International Narcotics Control Board (INCB) provoked outrage in Bolivia by calling for the elimination of traditional uses of coca, such as chewing coca leaves and drinking coca tea. A new briefing urges to address the current erroneous classification of coca under the UN conventions. It also notes an apparent shift on the issue by the US government and urges the US to formally clarify its position.
Scheduling ketamine would restrict its availability worldwide, which would lead to harmful impact on animal health and welfare, as well on public health. The World Medical Association is urging its 111 member associations to lobby their governments to oppose scheduling the anaesthetic agent Ketamine as a controlled drug.
The Bolivian delegation was the first to issue what it called an "energetic protest" against the INCB's recommendations during the agency's annual meeting this week in Vienna. It also put forward a proposal to remove coca from the U.N.'s narcotics list. That's not likely to happen. The big question is whether the U.N. will adopt the INCB proposal — which would essentially leave Bolivia and Peru in breach of international law if they continue to allow coca's non-narcotic use and commercialization. That in turn could result in the U.N. calling for commercial or other embargoes against them.
"They will have to kill us to make us stop planting coca," Bolivian coca grower Luis Mamani told IPS in response to a call from the International Narcotics Control Board (INCB) to prohibit traditional uses of the plant like coca leaf chewing. "It is a historic error to try to ban coca. We are not going to allow it," Mamani vehemently stated.

This report commissioned by the European Commission, found no evidence that the global drug problem has been reduced during the period from 1998 to 2007 – the primary target of the 1998 UNGASS, which aimed to significantly reduce the global illicit drugs problem by 2008 through international cooperation and measures in the field of drug supply and drug demand reduction. Broadly speaking the situation has improved a little in some of the richer countries, while for others it worsened, and for some of those it worsened sharply and substantially', among which are a few large developing or transitional countries. Given the limitations of the data, a fair judgment is that the problem became somewhat more severe.
This year’s annual General Assembly meeting of the Organization of American States (OAS), which brings together the hemisphere’s foreign ministers, marked a milestone in the Latin American drug policy debate. For the first time, the drug policy issue was the primary theme of a hemispheric meeting and, in a closed-door meeting of the foreign ministers, a process was laid out for continuing the discussion, culminating in a Special Session of the General Assembly to be held in 2014.
