Civil society groups need to analyze possibilities to ban Drug War biological weapons at regional and United Nations agencies that work on related issues of environment, genetic resources, health, arms control, and agriculture.
On July 30th the Bolivian proposal to amend the 1961 Single Convention on Narcotic Drugs by deleting the obligation to abolish the chewingof coca leaf was on the ECOSOC agenda (UN Social and Economic Council). After informal negotiations, the 54 members of ECOSOC decided unanimously to pass the amendment proposal on to the Parties of the Convention for their consideration. They now have 18 months to express any objections or comments on the Bolivian request.
Earlier this week, 7-9 July, 300 delegates met in Vienna for the Beyond 2008 NGO Forum meant to provide civil society input for the 10-year UNGASS review. In a global meeting small scale farmers of cannabis, coca and opium from 14 countries discussed their contribution to the United Nations General Assembly Special Session (UNGASS). The UNGASS will discuss all aspects of global drug control policies, including the worldwide ban on the cultivation of coca, poppy and cannabis, an issue the Global Farmers Forum demands that their voices be heard and taken into account.

TNI has been closely involved with the Global Commission on Drug Policy which presented its report in New York on June 2. Some years ago we published a report, entitled Cracks in the Vienna Consensus in which we argued that cracks were appearing in the supposedly universal model under the UN treaty system. In reality, the global system is based on a highly fragile consensus of Vienna, where the UN drug control system is headquartered, and the painstaking negotiations every year to keep up the appearance of unity have become the symbol of paralysis and frustration.
A strong attack against the European practice of 'leniency' regarding cannabis use and possession took place at the United Nations Commission on Narcotic Drugs (CND) session (11-15 March, 2002) in Vienna. There was an orchestrated attempt to pass a CND resolution to put a dam against the 'leniency'.
The international legal status of the coca leaf and of its traditional uses in the Andes has long been ambiguous and contested. While the International Narcotics Control Board in 1994 stated its intention to remove those ambiguities, it has instead moved towards a more intolerant criticism of policies carried out by countries like Bolivia in their renewed promotion of coca.
The Vienna Declaration is a statement seeking to improve community health and safety by calling for the incorporation of scientific evidence into illicit drug policies. We are inviting scientists, health practitioners and the public to endorse this document in order to bring these issues to the attention of governments and international agencies, and to illustrate that drug policy reform is a matter of urgent international significance. We also welcome organizational endorsements.
Today the Plurinational State of Bolivia can celebrate a rightful victory, as the country can become formally a party again to the 1961 Single Convention on Narcotic Drugs, but without being bound by its unjust and unrealistic requirement that “coca leaf chewing must be abolished.” This represents the successful conclusion of an arduous process in which Bolivia has sought to reconcile its international treaty obligations with its 2009 Constitution, which obliges upholding the coca leaf as part of Bolivia’s cultural patrimony.

The UN's International Narcotics Control Board (INCB) annual report released today, which criticizes Argentina, Brazil and Mexico for moving to decriminalize the possession of drugs for personal consumption, clearly oversteps the INCB's mandate and constitutes unwarranted intrusions into these countries' sovereign decision-making.
Recent years have seen a growing unwillingness among increasing numbers of States parties to fully adhere to a strictly prohibitionist reading of the UN drug control conventions; the 1961 Single Convention on Narcotic Drugs (as amended by the 1972 Protocol), the 1971 Convention on Psychotropic Substances; and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.
