    El prosecretario de la Presidencia, Diego Cánepa ha ponido sobre la mesa de debate en Viena el fracaso mundial de las políticas basadas en el prohibicionismo. Durante su alocución, recalcó que Uruguay “no cometerá el pecado de quedar paralizado por la inacción” ya que tiene el derecho de crear las formas jurídicas necesarias “para atacar de manera frontal las bases económicas del narcotráfico a través de la regulación, el control y la fiscalización del mercado del cannabis”.     Over the past years, there have been some soft and hard defections on cannabis control. It is now time to discuss alternatives that are based on facts and evidence, said Dave Bewley Taylor introducing the session. TNI worked on a report on cannabis, which is looking at the hard defections in the United States and other types of cannabis regulation that have been happening around the world. The report also discusses how cannabis was included in the UN drug control conventions.

    The intersessional meeting was intended as the first day of formal negotiations on the draft of the Joint Ministerial Statement (JMS) for the 2014 High Level Segment. However, the Peruvian Chair stated at the opening that the original plan – to produce a collation of member state comments/proposals, then work through them systematically in three intersessional meetings – had not worked, and had attracted criticism from many member states. He therefore asked that this session be a general ‘brainstorming’ where member states could propose the broad issues and perspectives.

    Major divisions over the global "war on drugs" have been revealed in a leaked draft of a UN document setting out the organisation's long-term strategy. The draft, written in September shows there are serious divisions over the longstanding US-led policy promoting prohibition as an solution to the problem. Instead, a number of countries are pushing for the "war on drugs" to be seen in a different light, placing greater emphasis on treating drug consumption as a public health problem, rather than a criminal justice matter.     El texto, con fecha de septiembre de este año y filtrado por el periódico británico 'The Observer', es un borrador de un documento que intenta establecer una estrategia internacional de largo plazo contra el narcotráfico. El texto muestra que no todos los países están de acuerdo con promover la prohibición como única solución al problema. En cambio, son muchos los que están a favor de tratar el consumo de drogas más bien como un problema de salud pública y no como una cuestión de justicia criminal.

    un_viennaHace 20 años, a una funcionaria española partidaria de que se dejaran de prohibir las drogas se le ocurrió plantear, en una reunión en la ONU, “alguna opción más humana” para luchar contra la lacra del tráfico de estupefacientes. Automáticamente un diplomático se la llevó aparte. “Aquí estas cosas no se dicen ni en el cuarto de baño”, le espetó. Hoy, la misma funcionaria explica que dentro de la ONU ya circulan documentos internos que reconocen el fracaso de la prohibición para luchar contra estas sustancias.

At the most recent ‘inter-sessional meeting’, exasperated delegates of all ideological persuasions repeated variations of the refrain “we’ve already done this…this language is in the Political Declaration…we debated this last year…this paragraph was already settled by consensus.”

    Some 20 years ago, a Spanish official in favor of lifting the ban on drugs such as marijuana mentioned at a UN meeting that there "might be a more humane option" in the fight against trafficking. She was immediately taken aside by a senior diplomat, who told her in no uncertain terms: "Don't say things like that round here, not even in the washroom." Today, the same official says that internal documents are now circulating within the UN that openly admit to the failure of prohibition.

    Por primera vez, una oficina de la ONU sugiere la despenalización del consumo de estupefacientes. Se trata de un informe realizado por la Oficina de las Naciones Unidas contra la Droga y el Delito (Onudd), que será analizado por la Comisión de Estupefacientes de Naciones Unidas (CND) los próximos jueves y viernes en Viena, en un encuentro en el que se discutirá si se están cumpliendo los objetivos pactados en la declaración política de 2009, la cual buscaba eliminar o reducir considerablemente la oferta y la demanda de drogas hasta el año 2019.
