    Over the past years, there have been some soft and hard defections on cannabis control. It is now time to discuss alternatives that are based on facts and evidence, said Dave Bewley Taylor introducing the session. TNI worked on a report on cannabis, which is looking at the hard defections in the United States and other types of cannabis regulation that have been happening around the world. The report also discusses how cannabis was included in the UN drug control conventions.

    El prosecretario de la Presidencia, Diego Cánepa ha ponido sobre la mesa de debate en Viena el fracaso mundial de las políticas basadas en el prohibicionismo. Durante su alocución, recalcó que Uruguay “no cometerá el pecado de quedar paralizado por la inacción” ya que tiene el derecho de crear las formas jurídicas necesarias “para atacar de manera frontal las bases económicas del narcotráfico a través de la regulación, el control y la fiscalización del mercado del cannabis”.     Durante los últimos años, ha habido algunas deserciones blandas y duras sobre la fiscalización del cannabis. Es hora de discutir alternativas basadas en hechos y evidencias. TNI ha trabajado en informes sobre cannabis,  analizando los cambios en los estados Unidos y otros tipos de regulación del cannabis que han estado sucediendo alrededor del mundo. El informe también apunta como el cannabis fue incluido en las convenciones de fiscalización de drogas de la ONU.

Estoy un poco preocupado al ver tensión en la reunión. ¿Será por el fallecimiento del hermano Chavez o será por el fracaso de la lucha contra las drogas en el mundo? No vengo a molestarles sino a expresarles diferencias en las experiencias de la lucha contra las drogas en el mundo. Gracias al presidente por permitirme participar escuchando las diferentes intervenciones.

    morales-cnd2012The year 2012 marks the centenary of the international drug control system and the first instance of a state being moved to denounce formally any of the UN drug control treaties. The 55th session of the Commission on Narcotics Drugs (CND), held in Vienna between 12th and 16th March, therefore looked set to be a fascinating event and did not disappoint. As expected, member states favouring the current regime praised its virtues and ongoing relevance 100 years since The Hague Opium Convention; behaviour that found support in the statements and positions of the United Nations Office on Drugs and Crime (UNODC) and the International Narcotics Control Board (INCB or Board).

  9. The Future of the Conventions

    The year 2012 is particularly fitting to discuss the future of the UN drug control conventions as it marks the 100th anniversary of the first fully-fledged multilateral agreement on drug control held in The Hague. Last year was the 50th anniversary of the legislative bedrock of the current treaty regime: the 1961 UN Single Convention on Narcotic Drugs. These historic moments highlight not only its longevity, but also represent appropriate moments to reflect on the continuing relevance of the existing drug control regime in its entirety for the contemporary era.

Hay voces de apoyo a la campaña de Bolivia por volver a esta convención, con la reserva referida al masticado de la hoja de coca, como el apoyo de la Comunidad Andina de Naciones (CAN) y de países de Europa que consideran que Bolivia debe ser nuevamente parte.

    UN_Flag_Half-MastThe 54th Commission on Narcotic Drugs (CND) was the first for the new Executive Director of the United Nations Office on Drugs and Crime (UNODC), Mr. Yury Fedotov, who held his maiden speech. It was also the first meeting since several states had objected to Bolivia’s proposed amendment to remove coca chewing from the 1961 UN Single Convention on Narcotic Drugs. Furthermore, 2011 marked the 50th anniversary of the 1961 Convention: the bedrock of the current prohibition-oriented control system. TNI hosted a side event that critically examined the significance and shortcomings of the Convention and discussed the current state of affairs of Bolivia's amendment on coca chewing.

    The 2010 Commission on Narcotic Drugs

    cnd2010-costaThe 53rd Commission on Narcotic Drugs (CND) was a rather uneventful event. After the High Level Segment in 2009, the final agreement on the new Political Declaration and the unprecedented addition of an Interpretative Statement on harm reduction, this year’s CND would be a generally low-key affair. One of the most controversial issues were the comments of the International Narcotics Control Board (INCB) on the trend to decriminalize possession for personal use in Argentina, Brazil and Mexico. Both Argentina and Mexico voiced strong objections. This CND also was marked by the imminent departure of Mr. Costa as Executive Director of the nited Nations Office on Drugs and Crime (UNODC).

    La reunión de la Comisión de Estupefacciones de 2009 y su Segmento de Alto Nivel (político) fue un momento clave para transmitir y distribuir las conclusiones y recomendaciones del Foro de Barcelona celebrado el pasado mes de enero. El objetivo era lograr que un mayor número de funcionarios encargados de las políticas se diera cuenta de las dificultades que afrontan los cultivadores de plantas que han sido declaradas ilícitas.

    Dionisio Núñez y Adbibe Abdelatif, representantes de Latinoamérica y África respectivamente, fueron delegados para ir a Viena a presentar la Declaración final del Foro de Barcelona, y a interactuar con los gestores de las políticas de drogas presentes en la reunión.     evo-cocaThe 2009 Commission on Narcotic Drugs and its High Level Segment (HLS) marked the end of the 2-year process of the 10-year review of the 1998 United Nations General Assembly Special Session (UNGASS) on the World Drug Problem. The event was marked by the call of the President of Bolivia, Evo Morales, to remove the coca leaf from the Single Convention on Narcotic Drugs, which represented the first ever truly open challenge by any nation state to the structure of the international drug control system. The HLS adopted a new Political Declaration and Plan of Action. A dissenting Interpretative Statement by 26 countries on harm reduction, not mentioned in the Political Declaration, marked a clear divide in drug control approaches.

    La última de las cuatro ‘mesas redondas’ del segmento de alto nivel de la Comisión de Estupefacientes se dedicó al amplio tema de la lucha contra el tráfico y la oferta de estupefacientes ilícitos y el desarrollo alternativo. El TNI había sido designado por el Comité de ONG de Viena para emitir una declaración sobre la cuestión del desarrollo alternativo (DA), por ser una de las pocas ONG con un largo historial en este terreno y haber participado activamente en la iniciativa 'Más allá de 2008', incluidas las negociaciones del foro de ONG celebrado en julio para alcanzar un consenso sobre el texto de un párrafo relativo al DA en la declaración final.     This report commissioned by the European Commission, found no evidence that the global drug problem has been reduced during the period from 1998 to 2007 – the primary target of the 1998 UNGASS, which aimed to significantly reduce the global illicit drugs problem by 2008 through international cooperation and measures in the field of drug supply and drug demand reduction. Broadly speaking the situation has improved a little in some of the richer countries, while for others it worsened, and for some of those it worsened sharply and substantially', among which are a few large developing or transitional countries. Given the limitations of the data, a fair judgment is that the problem became somewhat more severe.
