The United Nations should overhaul the operations of the International Narcotics Control Board (INCB), the quasi judicial body that monitors states’ implementation of their obligations under the UN drug conventions. The Board ignores UN policies and conventions which recognize the need to provide humane treatment to people addicted to injection drugs, according to a recent commentary in medical journal The Lancet.
Civil society groups from across the globe, including prominent human rights NGOs, have called on UN drug control authorities to urge an immediate stop to the extrajudicial killings of suspected drug offenders in the Philippines. Since 10th May 2016, more than 700 people have been killed by police and vigilantes in the Philippines for being suspected of using or dealing drugs, as a direct result of recently-elected President Duterte’s campaign to eradicate crime within six months.

On thursday 28 February 2008 the Dutch Parliamentary Justice Commission devoted its debate to the drugs UNGASS review. Martin Jelsma was invited as one of the experts to share with the commission TNI's views on the importance of the review process. This report commissioned by the European Commission, found no evidence that the global drug problem has been reduced during the period from 1998 to 2007 – the primary target of the 1998 UNGASS, which aimed to significantly reduce the global illicit drugs problem by 2008 through international cooperation and measures in the field of drug supply and drug demand reduction. Broadly speaking the situation has improved a little in some of the richer countries, while for others it worsened, and for some of those it worsened sharply and substantially', among which are a few large developing or transitional countries. Given the limitations of the data, a fair judgment is that the problem became somewhat more severe.
As the UN International Narcotics Control Board (INCB) launches its annual report on Tuesday, 4 March, amidst an unprecedented crisis in the international drug control regime, leading drug policy reform experts have called on the INCB and related UN institutions to urgently open up a constructive dialogue on international drug policy reform.
Uruguay's President Mujica shot back at the president of the International Narcotics Control Board, a U.N. agency, for saying that his administration refused to meet with the agency’s officials before legalizing marijuana. Mujica batted down the criticism, insisting that his administration is open to discussing the law and accusing the INCB President Raymond Yans of applying a double standard by criticizing Uruguay, even as U.S. states pass laws to legalize recreational marijuana consumption. "Tell this old guy not to lie," Mujica said.

Preventing ecological damage and unsustainable harvesting of safrole-rich oils is urgently needed to preserve fragile ecosystems.
The backbone of the United Nations drug control system consists of three UN Drug Conventions. The prohibition of potentially harmful substances has its origin in the desire to protect human well-being. However, the way in which the global regime was set up decades ago and the escalation of repression it has brought about since, has been an historical mistake increasing rather than diminishing the problems. There is no point now in dreaming about how the world might have looked without it, or deluding ourselves that all the problems could be solved by scrapping the conventions. The challenge is to create the political space which would allow a reform process to move ahead. A process guided by pragmatism, open-mindedness and evaluation of practices on the basis of costs and benefits; providing leeway for experimentation and freedom to challenge the wisdom of the existing conventions.
The president of Bolivia, Evo Morales, yesterday asked inspectors of the International Narcotics Control Board (INCB) of the United Nations to support his petition to decriminalize coca leaf chewing or "akulliku" but acknowledged that he failed to convince everyone. The Board pointed out this year that Bolivia “addresses the coca-chewing issue in a manner that is not in line with that country’s obligations under the international drug control treaties.”
Where legal ambiguities and disagreement persist around cannabis policies, the INCB continues to make narrow legal interpretations of what is allowed under the UN drug conventions and repeatedly expresses its strong objection to any move towards decriminalization of possession for personal use, lowering law enforcement priorities for cannabis or reclassification.
NGOs in the drug policy field have criticised the outcome of the recent elections to the United Nation’s International Narcotic Control Board (INCB) because the process of trading votes between member states has led to the exclusion of some of the most highly qualified candidates, and the re-election of at least one candidate who does not fit the stated criteria, Tatyana Dmitrieva.
The 2007 INCB Annual Report shows some signs of a more balanced approach by the INCB to the policy dilemmas around proportionality of sentences and harm reduction. While this is welcome, the Board still falls a long way short of what is necessary for it to play a positive and objective role in helping governments to find the right balance between their drug control obligations, and wider policy objectives related to social development, public health, and human rights protections. On the issue of the coca leaf especially, the INCB shows complete intransigence towards the issue of indigenous uses in the Andean region.
The Commission on Narcotic Drugs (CND) in Vienna in March 2010 was a rather uneventful event. One of the most controversial issues were the comments of the International Narcotics Control Board (INCB) in its 2009 Annual Report on the trend to decriminalize possession for personal use in Argentina, Brazil and Mexico. Both Argentina and Mexico voiced strong objections on the INCB remarks.
