Operatives of Chilean dictator Augusto Pinochet detonated a car bomb on Sheridan Circle in the heart of Washington D.C.'s Embassy Row, killing IPS colleagues Orlando Letelier, a former Chilean diplomat, and Ronni Karpen Moffitt, a development associate.
