It is time to reopen the national debate about drug use, its regulation and control. In June 2011 a prestigious Global Commission stated that the 40-year “War on Drugs” has failed, with devastating consequences for individuals and societies around the world. It urged all countries to look at the issue anew. In response to the Global Commission report, Australia21, in January 2012, convened a meeting of 24 former senior Australian politicians and experts on drug policy, to explore the principles and recommendations that were enunciated by the Global Commission.
Remarkable drug policy developments are taking place in Latin America. This is not only at the level of political debate, but is also reflected in actual legislative changes in a number of countries. All in all there is an undeniable regional trend of moving away from the ‘war on drugs’. This briefing explains the background to the opening of the drug policy debate in the region, summarises the most relevant aspects of the ongoing drug law reforms in some countries, and makes a series of recommendations that could help to move the debate forward in a productive manner.
The global war on drugs is driving the HIV pandemic among people who use drugs and their sexual partners. Throughout the world, research has consistently shown that repressive drug law enforcement practices force drug users away from public health services and into hidden environments where HIV risk becomes markedly elevated. Mass incarceration of nonviolent drug offenders also plays a major role in spreading the pandemic. Today, there are an estimated 33 million people worldwide living with HIV – and injection drug use accounts for one-third of new HIV infections outside of sub-Saharan Africa.
The Alternative World Drug Report, launched to coincide with publication of the UN Office on Drugs and Crime’s 2012 World Drug Report, exposes the failure of governments and the UN to assess the extraordinary costs of pursuing a global war on drugs, and calls for UN member states to meaningfully count these costs and explore all the alternatives.

Law enforcement is often used in an effort to reduce the social, community and health-related harms of illicit drug use by injection drug users (IDUs). There are, however, few data on the benefits of such enforcement or on the potential harms. A large-scale police “crackdown” to control illicit drug use in Vancouver’s Downtown Eastside provided us with an opportunity to evaluate the effect.
Globally, illicit drug policy is largely based on two central policy objectives. The first is to reduce the demand for illegal drugs mainly through criminalisation, drug prevention and treatment, and the second is to reduce the supply of illegal drugs primarily through law enforcement initiatives.
The main purpose of this evaluation was to determine to what extent the principal goal of Dutch drug policy has been achieved, as stated in the 1995 Policy Document on Drugs (Drugsnota). This asserts the primacy of protecting public health, and thus gives priority to drugs prevention and to the management of the individual and social risks that arise from drug use.
Mexico has occupied the limelight when it comes to media attention focusing on drug-related violence in Latin America. However, it is actually Central America's Northern Triangle – consisting of Guatemala, Honduras and El Salvador – currently experiencing much higher rates of violence and increasing Drug Trafficking Organization (DTOs) activity, thus providing an illustration of the 'balloon effect' previously experienced by Mexico itself after the implementation of Plan Colombia which was conceived at the end of the 90's. Together the countries of the Northern Triangle now form one of the most violent regions on earth.
Criminalisation of drug users, excessive levels of imprisonment, and punitive sentencing practices, including mandatory sentencing, the death penalty and enforced ‘drug detention centres’, are some of the unintended negative consequences of the 50 year ‘war on drugs’, a policy with direct impact on the vulnerable, poor and socially excluded groups, including ethnic minorities and women. This PRI briefing paper discusses these consequences in detail and sets out what parliamentarians can do about it.
The upcoming United Nations General Assembly Special Session on Drugs (UNGASS) in 2016 is an unprecedented opportunity to review and re-direct national drug control policies and the future of the global drug control regime. The Expert Group on the Economics of Drug Policy was convened to produce the most thorough independent economic analysis of the current international drug control strateg ever conducted. Prohibitionist policies based on the eradication of production and on the disruption of drug flows as well as on the criminalization of consumption have not yielded the desired results. We are further than ever from the announced goal of eradicating drugs.
Breaking the taboo, acknowledging the failure of current policies and their consequences is the inescapable prerequisite for the discussion of a new paradigm leading to safer, more efficient and humane drug policies.
Fifty years after the 1961 UN Single Convention on Narcotic Drugs was launched, the global war on drugs has failed, and has had many unintended and devastating consequences worldwide. It empowers criminal cartels, destroys lives, infringes civil rights, and fails to reduce drug use or availability. It is time to consider alternatives to the current criminalising approach to drug control. WASHINGTON — In a major shift in criminal justice policy, the Obama administration will move on Monday to ease overcrowding in federal prisons by ordering prosecutors to omit listing quantities of illegal substances in indictments for low-level drug cases, sidestepping federal laws that impose strict mandatory minimum sentences for drug-related offenses.
As the call for the decriminalisation of drugs steadily picks up steam worldwide, a new study by the London-based charity Health Poverty Action concludes there has been no significant reduction in the global use of illicit drugs since the creation of three key U.N. anti-drug conventions, the first of which came into force over half a century ago. “Illicit drugs are now purer, cheaper, and more widely used than ever,” says the report, titled Casualties of War: How the War on Drugs is Harming the World’s Poorest.
