In December 2017, the Transnational Institute (TNI) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on behalf of the Federal Ministry of Economic Cooperation and Development of Germany (BMZ), in collaboration with the Thai Office of the Narcotics Control Board (ONCB) and the Mae Fah Luang Foundation under Royal Patronage (MFLF), jointly organised the 9th Asian Informal Drug Policy Dialogue (IDPD) in Chiang Rai, Thailand.
How can we resolve the tensions between current drug control policies and states’ human rights obligations? The international human rights framework clearly establishes that, in the event of conflicts between obligations under the UN Charter and other international agreements, human rights obligations take precedence. As legally regulated cannabis markets start to grow, now is the time to secure a legitimate place for small farmers using alternative development, human rights and fair trade principles.
The United Nations Development Programme (UNDP), the UN agency charged with developing strategies to reduce global poverty, has strongly criticised current international drug policy, highlighting the disastrous costs it is producing – particularly for the world’s poor. Bouncing Back - Relapse in the Golden Triangle, a new in-depth report by the Transnational Institute (TNI) launched in Yangon, Burma/Myanmar, on Monday June 2, highlights the profound changes in the illicit drugs market in the Golden Triangle – Burma, Thailand and Laos – and neighbouring India and China over the past five years.
Is the aim of reducing cannabis cultivation realistic or beneficial for Morocco? What would it actually mean for the major production area the Rif – one of the poorest, most densely populated and environmentally fragile regions in the country? This briefing will give some historical background, discuss developments in the cannabis market, and highlight environmental and social consequences as well as the recent debate about regulation in Morocco and European policies.

Today, valley after valley in these mist-shrouded mountains is covered with resplendent opium poppies, tended by farmers who perch on steep hillsides to harvest the plant’s sticky, intoxicating sap.
What can Alternative Development interventions realistically hope to achieve, given the growing demand for illicit drugs and the continuing prevalence of rural poverty. Non-conditionality for the concept, harm reduction for the production side, and open mindedness for an honest debate are, in the view of Martin Jelsma, necessary steps to “prevent Alternative Development as the Sacred Heart in the global drugs policy from beeing blown apart by the roaring helicopters on the horizon”. Martin Jelsma gave his critical assessment of Alternative Development at the International Conference on The Role of Alternative Development in Drug Control and Development Cooperation.
In November 2011 I was invited by the Thai government to take part in an international delegation to develop a set of UN International Guiding Principles on Alternative Development. Our work began with a five-day journey along the Thai-Burma border to see first-hand the development programs that have been successful in virtually eliminating poppy production in that country. Over 100 government officials and experts from 28 countries visited the Thai “Royal Project,” which has research stations and development projects in five Northern provinces of the country.
The last of the four ‘round tables’ of the high-level segment of the Commission on Narcotic Drugs was devoted to the broad issue of Countering illicit drug traffic and supply, and alternative development. TNI had been nominated by the Vienna NGO Committee to give a statement on the issue of Alternative Development (AD), being one of the few member NGOs with a track record on this issue and having actively participated in the Beyond 2008 initiative, including the negotiations at the July NGO forum to reach consensus on the text of a paragraph on AD in the final declaration. This is our impression of the event.
From 2-4 July I attended the “open-ended intergovernmental expert working group on international cooperation on the eradication of illicit drug crops and on alternative development” in Vienna as part of the Netherlands delegation. It was the third of the five working groups that will be organised, which are part of the UNGASS review process. These working groups are preparations for the high-level segment of the 52nd session of the Commission on Narcotic Drugs, which will take place in March 2009.
The Washington Office on Latin America (WOLA) and the Transnational Institute (TNI) invited a group of 20 experts for a round-table discussion at the WOLA office in Washington DC . The main question on the table: can the concept of “harm reduction” be applied to supply-oriented challenges to better address the harms associated with illicit drug production and distribution, but also minimize the harms that stem from drug control itself?
