Interest in energy transition ranges from actors such as peoples in resistance, workers, academics, and public administrations, to large corporations, international institutions and governments. The paradigm of energy transition, if it exists, runs a serious risk of being coopted by large companies, of being trivialized and placed at the service of the current system of social reproduction that seeks to perpetuate existing power relations.

    El informe se enmarca en un contexto donde más de 70,8 millones de personas en 2018, según datos del Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR) han sido desplazadas por la fuerza de sus casas. Algunas de ellas han llegado a las puertas de la Unión Europea buscado protección y asilo, pero lo que se han encontrado son respuestas políticas que mayoritariamente pretenden frenar e interceptar los flujos migratorios en un marco de políticas de securitización, donde las migraciones se convierten en una amenaza para la seguridad desde los gobiernos de los Estados miembro de la Unión Europea. Entre las respuestas que se dan para responder a los flujos migratorios una de ellas es la creación de la Agencia Europea de la Guardia de Fronteras y Costas (Frontex) en 2004, que será el órgano de la Unión Europea encargado de custodiar lo que desde diversos sectores sociales de cultura de paz se ha denominado Europa Fortaleza, y cuyas prácticas vendrán a consolidar la criminaliza- ción de los movimientos migratorios y su securitización.

    This report is set in a wider context in which more than 70.8 million people worldwide have been forcibly displaced, according to the 2018 figures from the United Nations High Commissioner for Refugees (UNHCR) (UNHCR, 2019). Some of these have reached the borders of the European Union (EU), seeking protection and asylum, but instead have encountered policy responses that mostly aim to halt and intercept migration flows, against the background of securitisation policies in which the governments of EU Member States see migration as a threat. One of the responses to address migration flows is the European Border and Coast Guard Agency (hereafter Frontex), established in 2004 as the EU body in charge of guarding what many have called ‘Fortress Europe’, and whose practices have helped to consolidate the criminalisation of migrants and the securitisation of their movements.

    Northern African countries are key suppliers of natural resources to the global economy, from large- scale oil and gas extraction in Algeria and Tunisia, to phosphate mining in Tunisia and Morocco, to water-intensive agribusiness paired with tourism in Morocco and Tunisia. The commodification of nature and privatisation of resources entailed in these projects has led to serious environmental damages, and forced these countries into a subservient position in the global economy, sustaining and deepening global inequalities.

    This briefing aims to deepen discussion on the Belt and Road Iniatiative (BRI) in Myanmar. The BRI is often described as a ‘grand strategy’ led by President Xi Jinping, centrally planned and rolled out by obedient state-owned enterprises (SOEs). The sheer size of the initiative – 136 countries have received US$90 billion in Chinese foreign direct investment and exchanged US$6 trillion in trade with China - can make the BRI appear monolithic and inevitable. However, using a political economy analysis, this briefing demonstrates that the BRI is not a grand strategy, but a broad framework of activities that seek to address a crisis in Chinese capitalism. An examination of four BRI projects in Myanmar using Chinese language sources shows the extent of lobbying by Chinese SOEs and the Yunnan provincial government to promote the projects, with support from the central Chinese government.
