In July 2016, the Colombian government enacted Law 1787, which regulates the use of medicinal cannabis and its trade in the country. With this decision and a series of subsequent resolutions, Colombia joined the more than a dozen countries that have put into practice different types of regulation to explore the advantages of this plant as an alternative pharmaceutical.

On thursday 28 February 2008 the Dutch Parliamentary Justice Commission devoted its debate to the drugs UNGASS review. Martin Jelsma was invited as one of the experts to share with the commission TNI's views on the importance of the review process. In his contribution he highlights the opportunity to use the 2008/9 period to achieve a breakthrough on harm reduction acceptance at the UN level, to evaluate the performance of UN agencies like UNODC and the INCB, and to open the door for a revision of the UN drug control treaty system. only available in Dutch

As a growing number of countries move towards legal regulation for non-medical cannabis, governments are pushing the boundaries of the three UN drug control treaties. At the 61st session of the Commission on Narcotic Drugs (CND), TNI co-organised a side event to explore the issue, addressing the various challenges and opportunities involved.
In a widely watched You Tube video, U.S. President Barack Obama is asked whether or not the drug war may in fact be counterproductive. Instead of the resounding NO that would have come from any of his recent predecessors, Obama responded: “I think this is an entirely legitimate topic for debate.” He then qualified his remarks by adding, “I am not in favor of legalization.” Nonetheless, even acknowledging the legitimacy of debate on U.S. drug policy is a significant shift from the past, when successive administrations stifled discussion and routinely labeled anyone promoting alternative approaches to the socalled U.S. “war on drugs” as dangerous and surreptitiously promoting massive drug use and poisoning America’s youth.
American attitudes toward marijuana policy are shifting. Recent polls suggest that the majority of Americans think marijuana use should be legalized. How might a shift in American marijuana policies affect the prohibitionist drug treaty system?
This briefing paper brings together material and analysis from a number of recent reports that raise questions about the role and functioning of the INCB. The IDPC analysis is that the Board mixes a rigid and overzealous approach to some aspects of its mandate, while showing a selective reticence in others. These inconsistencies do not arise automatically from the structure or role of the Board, but from the operational and policy decisions of its officers and members.
Uruguay may be poised to become the first country to opt for a state controlled and legally regulated cannabis market for medical as well as recreational purposes, including cultivation and distribution. Announced on June 20, Uruguay’s brave proposal might indeed become the historical breakthrough in the drug policy stalemate that many around the world have been waiting and hoping for. This study ensued from clinical observations based on spontaneous accounts by crack abusers undergoing their first psychiatric assessment, where they reported using cannabis in an attempt to ease their own withdrawal symptoms.
In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This briefing identifies some of the key findings and implications for policy makers and advocates from this research.
With an increasing number of jurisdictions enacting or contemplating reforms creating legal access to cannabis for purposes other than exclusively "medical and scientific," tensions regarding the drug conventions and evolving law and practice in Member States continue to grow.
