Cannabis is the world’s most widely cultivated and consumed illicit drug, but there remain major gaps in our understanding of global cannabis markets. For example, it appears that premium sinsemilla cannabis, often produced indoors in consumer countries, has become more potent in recent years and that its market share is also growing in some areas. This may be leading to greater localization of cannabis markets. It may also be responsible for the increase in the proportion of cannabis users in treatment populations at the international level.
As an increasing number of jurisdictions consider whether and how to legalize and regulate access to cannabis, tensions are growing between these initiatives and countries’ obligations under the UN drug control conventions. A groundbreaking new report produced by a coalition of legal and drug policy experts offers strategies for countries exploring regulatory approaches to cannabis to do so in ways that ensure that their domestic reforms align with their international legal obligations.
Under legislation spearheaded by the conservative government, only Dutch residents will be allowed to enter cannabis-selling coffeeshops. The Dutch government announced on Friday, 27 May, that it will push ahead with plans requiring those purchasing marijuana in the country’s coffeeshops to first obtain an official pass — a move designed to curtail tourists from buying the drug. The announcement hit the international headlines.
The Latin American Commission on Drugs and Democracy presented its conclusions at a press conference in Rio de Janeiro, on 11 February. Founded by former Presidents Fernando Henrique Cardoso (Brazil), César Gaviria (Colombia) and Ernesto Zedillo (Mexico), integrated by 17 independent members, the Commission assessed the limits and unwanted effects of the repressive policies of the "war on drugs" in Latin America.
While Copenhagen managed to convince the government to let them open a legal injection room to improve the living conditions of drug addicts, they have had less luck tackling the organised crime associated with the cannabis trade – the mayor wants to legalise cannabis, but the government has said ‘no’. This report examines what is known about the effects of policies regarding the possession and use of cannabis. Such policies continue to be subject to debate in most if not all European countries. Different governments have made different policy decisions, varying from explicit toleration (but not full legalisation) to strict prohibition. Policymaking would be served by insight in the relationship between different cannabis policies and their outcomes, such as prevalence of cannabis use and social consequences for cannabis users and for society as a whole.
In Australia a vicious debate on cannabis policy started when Alex Wodak, the head of the Sydney drug and alcohol clinic at St Vincent's Hospital, suggested that marijuana be regulated like alcohol or tobacco. He proposed to sell cannabis legally in post offices in packets that warn against its effects.
In the United Kingdom, as in many places, cannabis use is considered substantially within a criminal justice rather than a public health paradigm with prevention policy embodied in the Misuse of Drugs Act. In 2002 the maximum custodial sentence tariff for cannabis possession under the Act was reduced from 5 to 2 years. Vigorous and vociferous public debate followed this decision, centred principally on the question of whether cannabis use caused schizophrenia.
