While medical cannabis is well accepted in Germany and small-scale possession is officially decriminalized, many cities are struggling with high levels of street dealing. A number of cities are pushing for different kinds of public "experiments" in legal distribution that would allow them to better control cannabis in their jurisdictions. Produced as part of a the "New Approaches in Harm Reduction Policies and Practices" project, this Country Report seeks to understand the drivers of German cannabis policy today, and the possibilities for its future.
The Netherlands has long been considered a leader of progressive drug policy, but it is increasingly being left behind by policy innovations outside Europe. Nonetheless Dutch cities are leading the way towards more progressive and locally adapted cannabis policies. Ever since the introduction of Bill C-45, questions have been swirling concerning Canada’s position relative to the UN drug control conventions: conventions to which Canada is a party and that, crucially, prohibit the creation of regulated markets for the recreational use of cannabis.
The recent report ‘The Netherlands and Synthetic Drugs: An Inconvenient Truth’ argues for increasing resources to expand anti-drug efforts in the Netherlands. In a topical opinion piece, Tom Blickman addresses the crucial issues at hand.

In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This Report summarises some of the key findings from the research and explores opportunities, obstacles, and strategies for cannabis regulation at the municipal and regional level.

The World Health Organization’s (WHO) Expert Committee on Drug Dependence (ECDD or Expert Committee) released in January 2019 the outcomes of the first-ever critical review of cannabis, recommending a series of changes in the current scheduling of cannabis-related substances under the UN drug control conventions.
In Australia a vicious debate on cannabis policy started when Alex Wodak, the head of the Sydney drug and alcohol clinic at St Vincent's Hospital, suggested that marijuana be regulated like alcohol or tobacco. He proposed to sell cannabis legally in post offices in packets that warn against its effects.
The Beckley report, Licensing and Regulation of the Cannabis Market in England and Wales: Towards a Cost-Benefit Analysis, grasps of the economic consequences of a regulated market, as opposed to the current prohibitionist model. This is essential for evaluating the impacts of possible drug policy reform. The report outlines the factors which must be included in further cost-benefit analyses. The report costed 60.000 pounds and 3 years to create. Reliable data was often lacking and more evidence is needed.
Antonio Costa, the Executive Director of the UN Office on Drugs and Crime (UNODC), and Frederick Polak, a Dutch psychiatrist have been engaged in an interesting (and worldwide) debate about Dutch cannabis policy. Polak challenges Costa to answer the question why cannabis use in the Netherlands is lower than in many neighbouring countries despite the free availability of cannabis in coffee shops for adults over 18 years. After a recent visit to Amsterdam, Costa is claiming that cannabis use in that city is three times higher than anywhere else in Europe. Is this true?
Understanding the consequences of drug legalisation versus prohibition is important for policy. Most recently this subject has gained much political attention not only globally, but specifically in the Netherlands. This study will provide a contribution to the legalisation debate based on a microeconomic analysis of the effects of illegal markets. The research question is how to design a coherent soft drugs policy framework that maximizes social welfare within the Netherlands that precludes most historical, sociological and political debates. In particular, attention is restricted to ‘soft drugs’ better known as cannabis derived products like hashish and marijuana.
