From 15 to 18 November 2018, the Transnational Institute (TNI) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) jointly organised the 10th Asian Informal Drug Policy Dialogue (IDPD). It was organised in collaboration with the Central Committee for Drug Abuse Control (CCDAC) of Myanmar and held at Inle Lake, Southern Shan State, Myanmar.
Over the past decade, methamphetamine use has grown more popular in Myanmar, Thailand and Southern China. Based on in-depth interviews conducted with individuals who use methamphetamine, this briefing sheds light on the importance of promoting an environment that reinforces, rather than undermines, the ability of people who use methamphetamine to regulate their drug use, preserve their health and adopt safer practices.
Ceasefires have been agreed; the NLD has elected representatives in the national legislatures; Western sanctions are being lifted; and the World Bank and other international agencies are returning to set up office in the country. Such developments are likely to have a defining impact on ethnic politics, which remains one of the central challenges facing the country today.
In August the Burma army occupied the Kokang region after several days of fighting, ending two decades of cease-fire with the ethnic minority group. The resumption of fighting in northern Burma raises speculation about the other cease-fires. Tensions are rising and the cease-fire groups have put their armed forces on high alert.
The strategy of Asean's 10 member countries to become "drug free" by 2015 is failing dramatically. In the last decade, opium cultivation in the region has doubled, drug use -- especially of methamphetamines, a powerful synthetic stimulant -- has increased significantly, and there remain strong links between drugs, conflict, crime and corruption.
Between 26 and 28 May 2018, representatives of opium farming communities in several states in Myanmar came together in Lashio, Shan State, to share experiences, concerns, and initiatives on the issue of illicit cultivation, especially in relation with supply-side policies which have affected their lives and livelihoods. Civil Society and Faith Organisations have issued an urgent appeal about worsening crisis in Myanmar. It is time for government and international community to stop responding to ethnic repression as exceptions but examples of deep challenges in the country.
Burma is in the midst of its most important period of political transition in over two decades. TNI and BCN hosted a conference to look at the challenges and opportunities in five key areas: politics, ethnic relations, the economy, social and humanitarian affairs, and the international landscape.

Aung San Suu Kyi and her NLD government faced a tough situation with China at the time of their inauguration in March. But, as she visits Beijing this week, hopes are high again in China that a redirection of Myanmar's foreign policy could be underway and the pendulum of Myanmar's balancing diplomacy is swinging back to the east. The stakes are very high. The outcome of Aung San Suu Kyi's meetings could well come to define Myanmar-China relations for many years to come.
The recent publication of two single pieces of legislation - the amended 1993 Narcotic Drugs and Psychotropic Substances Law and the first National Drug Control Policy - is likely to form the basis of Myanmar’s drug policy for several years to come. What does it mean for the country’s transition towards an evidence-based approach to drug control, and how can the gaps between the two documents be addressed?
"Do not put your trust in man. Rather, trust the constitution that we will be drafting." These were the very words that Bogyoke Aung San used to address the deep mistrust expressed by Shan, Kachin and Chin representatives about certain ethnic Bamar leaders when he persuaded them to sign the historic Panglong Agreement in February 1947.
While the first move of Aung San Suu Kyi has been to form a national reconciliation government, followed by restructuring, streamlining and planning so that her administration can function, the handling of the country’s faltering peace process has now risen to become one of the most urgent and essential challenges on the NLD's must-do list.
Hopes remain that, through political negotiation, democratic reforms will be achieved which lead to just and inclusive solutions. But as the countdown to the 2015 general election begins, concerns are growing that essential reforms will not be delivered.
