In July 2016, the Colombian government enacted Law 1787, which regulates the use of medicinal cannabis and its trade in the country. With this decision and a series of subsequent resolutions, Colombia joined the more than a dozen countries that have put into practice different types of regulation to explore the advantages of this plant as an alternative pharmaceutical.

The Research Consortium on Drugs and the Law (Colectivo de Estudios Drogas y Derecho, CEDD) has published a new study that assesses state responses to illicitly-used drugs in eight countries in Latin America: Argentina, Brazil, Bolivia, Colombia, Ecuador, Mexico, Peru and Uruguay. The study found that Latin American governments’ approach to drug use continues to be predominantly through the criminal justice system, not health institutions. Even in countries where consumption is not a crime, persistent criminalization of drug users is common.
Rotterdam mayor Ahmed Aboutaleb said the cannabis club membership card does not work and will never work. He said the cannabis pass just causes more nuisance. He thinks there will be more street dealing of soft drugs once it is introduced throughout the Netherlands on January 1. In the southern provinces, local Liberal politicians are asking party leader Mark Rutte to scrap the national introduction of the pass during his talks with the Labour party on the formation of a new cabinet. Aboutaleb has now joined their ranks.
The seventh meeting of the Informal Drug Policy Dialogues in Latin America took place in Montevideo, Uruguay. The first Informal Dialogue also took place in Montevideo in September 2007. The meeting was supported by Uruguay’s National Drug Board (Junta Nacional de Drogas, or JND). The two days of dialogue were divided into four sessions that centered on the following issues: (1) Micro-trafficking and proportionality of sentences; (2) Challenges to reforming drug policies; (3) Marijuana in Latin America: Has the time come to open the debate?; and (4) Options and debates in international and regional organizations. There was also a discussion on the impact of the decriminalization of drug consumption in Portugal.

The eighth meeting of the Informal Drug Policy Dialogue series took place in Lisbon on January 21-22, 2011, a joint initiative of Transnational Institute (TNI) and Diogenis, Drug Policy Dialogue in South East Europe that has replaced the Andreas Papandreou Foundation (APF) in co-operation with the Portuguese Institute on Drugs and Drug Addiction (IDT). Over 50 policy makers, practitioners, academics, and representatives from NGOs and governmental organisations attended the meeting, and discussed the Portuguese decriminalisation model, cannabis policy reform, and the agenda and global initiatives at the 54th Session of the Commission on Narcotic Drugs.
Prior to the Dialogue an Expert Seminar on Threshold Quantities was held in cooperation with the European Monitoring Centre on Drugs and Drugs Addiction (EMCDDA). The issues under discussion were the advantages and disadvantages of threshold quantities as a policy and legislative tool and it was hoped that this seminar would provide a springboard to inform current debate and to assist the elaboration of evidence-based drug law reform proposals now and in the future.

The UN’s International Narcotics Control Board (INCB), which monitors implementation of the global drug treaties, has trained its fire on Bolivia, this time accusing the country of threatening the integrity of the entire international drug control regime by defending traditional uses of the coca leaf.
The Caribbean trade bloc Caricom has created a commission to study whether the region's roughly 15 million people should be allowed to use medical marijuana and how courts should handle possession of small amounts of the drug. Leaders said that the commission is expected to submit reports by Caricom's next summit, scheduled for February 2016. Uruguay's unprecedented plan to create a legal marijuana market has taken its critical first step in the lower house of Congress. All 50 members of the ruling Broad Front coalition approved the proposal just before midnight on Wednesday in a party line vote, keeping a narrow majority of the 96 MPs present after more than 13 hours of passionate debate.

Clinical observations and scientific evidence - The use of some drugs in Chile remains silenced in official discourses, making it important to clinically observe the various ways those drugs requiring more attention appear, and which are not seen as a priority in mental health. Specifically, this is the case with cocaine paste, widely used by people living in poverty.
Anniversaries are always good to catalyize drug policy reform activities – and 2011 is very special anniversary. It is the 50th anniversary of the Single Convention on Narcotic Drugs, the first international treaty prohibiting (some) drugs. NGOs launched an international campaign to show the world that the war on drugs creates massive costs, resulting from the enforcement-led approach that puts organised crime in control of the trade.
If moral entrepreneurs and interest groups manage to whip up enough fear and anxiety, they can create a full-blown moral panic, the widespread sense that the moral condition of society is deteriorating at a rapid pace, which can be conveniently used to distract from underlying, status quo-threatening social problems and exert social control over the working class or other rebellious sectors of society.
The response to the Board’s Annual Report for 2011 is organised under 5 inter-related headings: issues surrounding the Board’s homage to the Hague Opium Convention; the flaws within its thematic chapter on ‘social cohesion, social disorganization and illegal drugs’; the INCB’s hostility towards the endeavours of Bolivia to adjust its position towards the Single Convention on Narcotic Drugs and coca; the continuation of mission creep and a proclivity of the Board to operate beyond its mandate and the reoccurrence of selective reticence, specifically the lack of comment on issues relating to human rights and harm reduction.
