Kayah State, historically known as “Karenni State”, is an example of the reform dilemmas that the ethnic nationality peoples in Myanmar face today. Although the country’s smallest state, it reflects many of the challenges in peace-building and socio-political transition that need resolution in Myanmar at large: political impasse, a multiplicity of conflict actors, contested natural resources, land grabbing, humanitarian suffering, and divided communities seeking to rebuild after more than six decades of civil war.
Popular movements everywhere are on the rise at the same time as we face ever-greater corporate impunity and increasing state violence. In TNI's seventh flagship State of Power report, we examine today's social movements, their potential to build counter-power, and how we can best resist injustice as well as lay grounds for long-term transformation.
This report is set in a wider context in which more than 70.8 million people worldwide have been forcibly displaced, according to the 2018 figures from the United Nations High Commissioner for Refugees (UNHCR) (UNHCR, 2019). Some of these have reached the borders of the European Union (EU), seeking protection and asylum, but instead have encountered policy responses that mostly aim to halt and intercept migration flows, against the background of securitisation policies in which the governments of EU Member States see migration as a threat. One of the responses to address migration flows is the European Border and Coast Guard Agency (hereafter Frontex), established in 2004 as the EU body in charge of guarding what many have called ‘Fortress Europe’, and whose practices have helped to consolidate the criminalisation of migrants and the securitisation of their movements.
Australian overseas development assistance is not simply driven by a desire to assist poorer countries in the Asia-Pacific region. The fundamental premise of Australian aid is, first and foremost, its own national interest.

Europe’s “refugee crisis” triggered a wave of solidarity actions by both civil society organisations and ordinary citizens. Their efforts were part of a wave of compassion, as people organised convoys to refugee reception centers, warmly greeted arrivals at train stations and lined highways to provide food and water to those making the journey from Syria and elsewhere. Just a few years later those same activists are treated as criminals and humanitarian search and rescue missions are criminalised.
This report is based on on-going collaborative research between the Transnational Institute (TNI) and the Indonesian traditional fisher folk union, Kesatuan Nelayan Tradisional Indonesia (KNTI). For the past decade, Marine Spatial Planning (MSP) has become a popular policy tool to resolve conflicts over and in ocean space. Proponents claim that MSP can ensure a process that balances competing interests between different users of ocean space from large-scale extractive industries, to tourism companies to small-scale fishers.
In recent years Africa has experienced waves of new investment, particularly in mining, energy and agriculture, and has seen elevated commodity exports. These flows are tantamount to a new scramble, creating wealth for foreign direct investors, some local entrepreneurs and a growing comprador class. Resources are typically exploited without raising the living standards of the people and at significant environmental cost. On the ground this has engendered significant resistance. The new scramble is a modification of traditional imperialist relationships which Africa experienced with former occupying colonial powers. But how do we understand the differences between the old and new scrambles? Who ultimately holds the power?
There is mounting evidence that neoliberal policies are losing legitimacy. The translation of such disaffection into positive commitment to an alternative, however, requires deeper disengagement from the dominant order and practical participation in creating alternatives. A social order built on escaping the pressures of democracy while at the same time depending on the capacities of many desiring democracy is unlikely to be stable. Thus the opaque and indirect forms of power typical of neoliberal rule are simultaneously sources of vulnerability and dependence, and breeding grounds for the power to subvert and transform.
The far right is increasingly active globally—at the level of governments, through civil society, and in the digital sphere. Their political parties are cooperating across borders, their anti- democratic actions are undermining the rule of law, their attacks on “globalists” are eroding the efficacy of international institutions, and their racist memes are spreading throughout culture. According to the 80 academics, researchers, and activists interviewed in this report, this threat to democracy and internationalism is urgent.
This report focuses on the significant threats to precautionary environmental, labour, consumer and public health policy from regulatory cooperation and “good regulatory practices” chapters within the EU-Canada Economic and Trade Agreement (CETA), US–Mexico–Canada Agreement (USMCA), and the currently parked EU-U.S Transatlantic Trade and Investment Partnership (TTIP).

In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This Report summarises some of the key findings from the research and explores opportunities, obstacles, and strategies for cannabis regulation at the municipal and regional level.
How can we resolve the tensions between current drug control policies and states’ human rights obligations? The international human rights framework clearly establishes that, in the event of conflicts between obligations under the UN Charter and other international agreements, human rights obligations take precedence. As legally regulated cannabis markets start to grow, now is the time to secure a legitimate place for small farmers using alternative development, human rights and fair trade principles.
Member states of the European Union and Schengen Area have constructed almost 1000 km of walls, the equivalent of more than six times the total length of the Berlin Walls, since the nineties to prevent displaced people migrating into Europe. These physical walls are accompanied by even longer ‘maritime walls’, naval operations patrolling the Mediterranean, as well as ‘virtual walls’, border control systems that seek to stop people entering or even traveling within Europe, and control movement of population.
Despite the economic crisis, EU funding for new security tools and technologies will double in the 2014-20 period compared to the previous 6 years. The biggest winners have been the “homeland security” industry whose influence on European policy continues to grow, constructing an ever more militarised and security-focused Europe.
Building on a long history and culture of tolerance, the Dutch responded to illicit drugs with decades of pragmatic measures free of judgment. A central element of modern Dutch drug policy was a crucial decision to establish a legal and practical separation of cannabis—judged to pose "acceptable" risks to consumers and society—from hard drugs associated with unacceptable risk. This policy effectively decriminalized possession and use of cannabis and opened the door for tolerated outlets for small-scale cannabis sales that eventually took the form of the well-known Dutch "coffee shops."
Our inability to grapple with and adapt to our current ecological crisis has its roots in the world’s social and economic systems that concentrate power and authority in the hands of a few. We currently live in the “Corpocene Epoch,” due to the disproportionate role certain arthropods — directors of large corporations and Wall Street banks — play in the ecological transformations under way. Financial institutions, corporate powers and complicit governments have formed a “fateful triangle” accelerating the effects of climate change and preventing mitigation and adaptation strategies that could plug the gap between our volatile present and future planetary stability.
