Building on a long history and culture of tolerance, the Dutch responded to illicit drugs with decades of pragmatic measures free of judgment. A central element of modern Dutch drug policy was a crucial decision to establish a legal and practical separation of cannabis—judged to pose "acceptable" risks to consumers and society—from hard drugs associated with unacceptable risk. This policy effectively decriminalized possession and use of cannabis and opened the door for tolerated outlets for small-scale cannabis sales that eventually took the form of the well-known Dutch "coffee shops."

In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This Report summarises some of the key findings from the research and explores opportunities, obstacles, and strategies for cannabis regulation at the municipal and regional level.

While medical cannabis is well accepted in Germany and small-scale possession is officially decriminalized, many cities are struggling with high levels of street dealing. A number of cities are pushing for different kinds of public "experiments" in legal distribution that would allow them to better control cannabis in their jurisdictions. Produced as part of a the "New Approaches in Harm Reduction Policies and Practices" project, this Country Report seeks to understand the drivers of German cannabis policy today, and the possibilities for its future.

Europe’s “refugee crisis” triggered a wave of solidarity actions by both civil society organisations and ordinary citizens. Their efforts were part of a wave of compassion, as people organised convoys to refugee reception centers, warmly greeted arrivals at train stations and lined highways to provide food and water to those making the journey from Syria and elsewhere. Just a few years later those same activists are treated as criminals and humanitarian search and rescue missions are criminalised.
For decades, affected communities around the globe have been resisting the modus operandi of transnational corporations (TNCs) in their territories and workplaces and documenting systemic human rights violations and the track record of corporate impunity with their lives and their deaths. Corporate impunity is embedded in and protected by an ‘architecture of impunity’ that legitimises and legalises the operations of TNCs. This architecture has been established through free trade and investment agreements, the World Trade Organisation (WTO), the structural adjustment policies of the International Monetary Fund (IMF), World Bank and other financial instruments and the aggressive push for public-private partnerships (PPPs). At the core of this architecture is the infamous investor-state dispute settlement (ISDS) system, a private arbitration system that allows TNCs to sue states whenever they consider that their future profits are threatened by new measures or policies aiming at improving social and environmental protection. Thus, it neutralises the function of the state, whose primary responsibility is to defend public interest and protect the well-being of its citizens and the planet from corporate interests.
Projects protecting Jakarta against floods are likely to damage the environment and could threaten the livelihoods of tens of thousands of people. The Dutch government, supporting these projects, should question how it balances its interest in supporting Dutch companies with its stated policies of sustainable and inclusive development.

Venezuela is passing through a period of acute political, economic and social turmoil, which has intensified the debate within the regional and global left about the nature, the legacy and the prospects of the Bolivarian process.
The island of Bali is home to a rich and unique system of agriculture, based around traditional water management systems developed over the last 1200 years. However, growing pressure from the expansion of the tourist trade as well as the effects of climate change are putting these systems at risk. Farmers are fighting to preserve their livelihoods and maintain a base for local food sovereignty in Bali, but significant changes to policy and practice are needed to protect their rights to land, water, and seed.
The Regional Comprehensive Economic Partnership (RCEP) is a mega regional trade deal involving sixteen nations from Asia-Pacific. RCEP will impact the lives of billions of people, from the quality of the food they eat to the energy they consume and the affordability of life-saving medicines. Yet, RCEP negotiations are being conducted almost completely in secret, with limited to no meaningful public participation. Most elected officials have, at best, limited access to the negotiating texts, which remain out of reach for civil society.
How fair is the investment arbitration system in Latin American and Caribbean (LAC) countries? Are investor-state disputes balanced between national and corporate interests? LAC countries are among the most affected by the investment arbitration system, representing 28.6% of all known investor-state disputes around the world. In particular, Argentina, Venezuela, Mexico, Ecuador, Bolivia and Peru account for 77.3% of the total number of claims against LAC countries. Analysis shows that the system so far heavily favours corporate interests. Investors have won in 70% of the cases brought against LAC countries. As a result, LAC States have already had to pay foreign companies 20.6 billion USD, which could cover Bolivia’s budget for health and education for four whole years.
