After decades of tolerance, cannabis policy in Denmark has seen increasing crackdowns, driven by fears about violence and illegal drug markets. However, some activists and politicians argue that another way is possible. Produced as part of a the "New Approaches in Harm Reduction Policies and Practices" project, this Country Report seeks to understand the drivers of Danish cannabis policy today, and the possibilities for its future.
This report is based on on-going collaborative research between the Transnational Institute (TNI) and the Indonesian traditional fisher folk union, Kesatuan Nelayan Tradisional Indonesia (KNTI). Our relationship to the ocean has changed greatly over the centuries. For those who fish, it is their livelihood, while for trade the ocean is considered simply a surface across which goods can be shipped. At the beginning of the 20th century another era began, centred on the extraction of ocean resources from the seabed, and today there is talk of the “blue economy”, which promises a triple win on the ecological, social and economic fronts.

In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This Report summarises some of the key findings from the research and explores opportunities, obstacles, and strategies for cannabis regulation at the municipal and regional level.
This week, representatives of around 100 countries are meeting in New York to talk about investor-state dispute settlement (ISDS). ISDS is a legal instrument that multinationals can use to sue governments for billions. External experts and observers fear that the new negotiations will amount to ‘old wine in new bottles’. They believe that those who benefit from this instrument (powerful states and top lawyers from the ISDS sector) are controlling the debate.
In recent years Africa has experienced waves of new investment, particularly in mining, energy and agriculture, and has seen elevated commodity exports. These flows are tantamount to a new scramble, creating wealth for foreign direct investors, some local entrepreneurs and a growing comprador class. Resources are typically exploited without raising the living standards of the people and at significant environmental cost. On the ground this has engendered significant resistance. The new scramble is a modification of traditional imperialist relationships which Africa experienced with former occupying colonial powers. The Government of the Republic of Kenya, in collaboration with Japan and Canada, hosted the Sustainable Blue Economy Conference in Nairobi between 26 and 28 November. While the official site claims that this is the first global conference on the sustainable blue economy, it is only the latest in a string of Oceans-focused summits, such as the Our Oceans conference which was held in Bali, Indonesia in October, and the Sustainable Oceans Summits organized by the industry-coalition the World Ocean Council in Hong Kong earlier this month. There are still more events on the way, such as The Economist’s World Oceans Summit, to be held in Abu Dhabi in March 2019.

The time has come for a transformation of Europe’s food systems. Small-scale food producers, peasants, community groups, environmental justice activists and others have been calling for years for a shift towards agriculture that nourishes communities, regenerates ecosystems, and provides decent and sustainable livelihoods. The concept of agroecology encompasses these ambitions, referring to the science, movement, and practice of working with nature to build food sovereignty. The climate crisis and the effects of the Covid-19 pandemic have only made it clearer how urgent such a transformation is.
The convergence of corporate, financial, intellectual, political and ideological elites interconnected through board memberships of companies, banks, policy groups, think tanks, foundations, advisory groups and forums has led to what billionaire Warren Buffet referred to as a ‘class war” in which “my class, the rich class, that’s making war, and we’re winning.” In the European Union, it is their choices that are largely reflected in the merciless austerity measures spreading poverty and unemployment as healthcare, education, social services, welfare and social housing are dismantled; as resources and assets are privatized, workers fired, pensions and social security are cut, workers have their rights and benefits dismantled, and the population is pushed into desperation. It is why the struggle for a different Europe must start first with tackling and undermining the power of those waging this war.
