Some obstacles remain before the injection room, which may cost as much as 18 million kroner to set up, can become a reality - including an expected law change that will decriminalise the taking of drugs in the facility. "It will sadly take over a year to establish the injection room in Mændenes Hjem," Warming said. "That is why we have created the temporary injection room in the health centre."
Starting next year, thousands of medical marijuana users will have to dig up their gardens and start buying only from suppliers approved and licensed by Ottawa. Health Canada announced the changes in June. Starting Oct. 1, licences will no longer be issued to people who wish to grow their own medical marijuana. As of April 2014, the practice will be outlawed. Anyone using medical marijuana will need to get it from a licensed medical supplier. The Home Office has quickly rejected a call from the government's official drug advisers to decriminalise the personal possession of all illegal drugs, including heroin and cocaine. The Advisory Council on the Misuse of Drugs (ACMD) has said it would be better if the tens of thousands of people caught with illicit drugs were sent on drug education and awareness courses rather than punished with fines and other penalties, up to imprisonment.
Lawmakers in Mexico's national legislature and Mexico City's Legislative Assembly introduced twin bills to overhaul the country's drug possession and marijuana laws. The federal bill would allow doctors to prescribe marijuana for medical purposes. If passed, Mexico's federal bill would reschedule marijuana as a drug with proven therapeutic value but known risks. The same bill would also allow Mexican states to determine their own marijuana laws, including the creation of tax-and-regulate systems like the ones adopted by voters in Colorado and Washington.

California voters weren't high on a ballot measure aimed at legalizing marijuana and appeared to heed warnings of legal chaos and a federal showdown when they defeated the initiative to make the state the first in the nation to allow the recreational use and sale of pot. Supporters of Proposition 19 blamed Tuesday's outcome on the conservative leanings of older voters who participate in midterm elections. They acknowledged that young voters had not turned out in sufficient numbers to secure victory but said they were ready to try again in two years.
Across the UK, 7,865 cannabis farms were discovered in 2011-12, an increase of 15% on the previous year's figures and over double the number for 2007-8 when police found just 3,032. Previously cannabis cultivation was done on a larger scale by gangs, who would fully convert terrace houses, knocking down walls to make larger growing areas, taking electricity direct from the mains, to avoid triggering the suspicion of the energy companies over unusually high consumption. Recently, there has been a shift towards smaller-scale farms, in line with a national trend, identified by the Association of Chief Police Officers' 2012 report into the commercial cultivation of cannabis .
