This is particularly true with regards to pharmacotherapy for amphetamine dependence.     The principal motivation for implementing this survey was the lack of existing information regarding the relationship between drug users and their social networks. There is a lack of quality indicators that provide detailed information regarding the consumption of drugs, particularly when faced with the traditional dichotomy of user-addict. This dichotomy fails to see the complexity of the consumption of illegal drugs and reiterates the notion that the drug using population will inevitably move into addiction, thus ignoring the diversity of existing patterns of consumption.

    The General Assembly of Cannabis Users Association Pannagh denounces the disproportionate intervention of the Municipal Police of Bilbao against the association and demands the immediate withdrawal of the charges against the three members who were arrested last Monday, in recognition of the fact that they have not committed any crime, taking into account that Pannagh carries out its activities according to the jurisprudence regarding the ’shared consumption’ such as has been approved by the Provincial Tribunal of Bizkaia in its decision to withdraw the prosecution that was opened by the municipal police in 2005.

    This paper, written in collaboration with the Correlation Network, briefly describes the history and the basic elements of the Dutch drug dependence treatment policy, including recent trends in drug use and the current drug treatment system implemented in the four largest cities in the Netherlands. Building on more than 30 years’ experience, the Dutch approach focuses on an integrated treatment system, which provides comprehensive support and services to the most vulnerable groups, including homeless people, problematic drug users and chronic psychiatric patients. At the same time, a strong emphasis is given to public order and crime reduction.

    dif0302Drug laws in the European Union (EU) seek continuously to strike a balance between punishment and treatment. The three United Nations (UN) conventions on drugs, limit drug use exclusively to medical or scientific purposes. While they do not call for illicit use of drugs to be considered a crime, the 1988 Convention — as a step towards tackling international drug trafficking — does identify possession for personal use to be regarded as such.
