While water privatisation continues to be imposed throughout the world, particularly in the Global South, more and more communities are demanding public management of water and wastewater services and forcing out private actors. Proportionality is one of the key principles of the rule of law aiming to protect people from cruel or inhumane treatment. The principle has been established in international and regional human rights agreements and many countries have adopted reflections of it in their constitution or penal code. Its application to drug-related offences is firstly the responsibility of the legislators, in defining the level of penalisation of certain behaviours.
So it seems that for once everyone agrees on something: the UN climate summit in Copenhagen was a spectacular failure. That is quite an achievement in itself, since consensus seems a rarity in these times.
