    UNDCPs 1998 plan to eradicate the cultivation of both coca and opium poppy by the year 2008 was a rare opportunity to re-think current drugs efforts. Member states were asked to endorse a plan, known as SCOPE, for the eradication of drugs-linked crops by 2008. Is SCOPE viable? And what impact would it have on poor farmers who grow drugs-linked crops to survive?

    The United Nations General Assembly Special Session on the World Drug Problem (UNGASS) was held in New York on June 8-10, 1998. It was a disappointing event. No evaluation of current repressive drug policies took place whatsoever. It was devoted to, as a New York Times editorial phrased it, "recycling unrealistic pledges".

    Hoy, 8 de junio, hace diez años que los dirigentes de todo el mundo se reunieron en Nueva York para celebrar el período extraordinario de sesiones de la Asamblea General de las Naciones Unidas (UNGASS) sobre el problema mundial de las drogas. El lema del encuentro fue “Un mundo sin drogas, ¡podemos hacerlo!”. Diez años después, el señor Costa, el actual director de la Oficina de las Naciones Unidas contra la Droga y el Delito (ONUDD) parece negar que la ONU usara alguna vez esa expresión, así que refresquémosle la memoria.

    A myriad of documents and records of meetings published by the UN, reveal a previously unwritten history of events leading to the 1998 UNGASS meeting. These show the extent to which the hardliners have gone to maintain the status quo through rhetoric, denial, manipulation, selective presentation, misrepresentation and suppression of evidence, selective use of experts, threats to funding, and purging "defeatists" from the UN system.
