This is the second edition of the IDPC Drug Policy Guide aimed at national government policy makers. This publication is a collaborative effort by a number of members of the International Drug Policy Consortium (IDPC) and partners, and brings together global evidence and best practices on the design and implementation of drug policies and programmes at national level.
The last of the series of Correlation Conferences, entitled ‘Getting out of the margins – Changing realities and making the difference’, took place from December 12-14, 2011, in Ljubljana, Slovenia. This report is an account of the discussions that took place during the final session of the Conference, ‘Drug policy reform – From evidence to practice’.
On 26 and 27 August, 2010, the Second Latin American Conference and the First Brazilian Conference on Drug Policy took place in the noble hall of the National Law School of the Federal University of Rio de Janeiro (Brazil) with more than 400 attendees and the presence of top drug policy experts from thirteen countries in Latin America. It was the most specialized meeting to take place to date in the region. The Conference was organized at the regional level by Intercambios, a key Latin American civil association that has worked for fifteen years on issues of harm reduction and drug policy. And, locally by Psicotropicus, a pioneer in bringing the drugs debate out from obscurity and bringing it into everyday discussions in Brazil.

The most remarkable event of the first quarter of 2013 on drug policy and drug law reforms was definitely the readmission of Bolivia in the UN Single Convention of 1961. On January 11, 2013, most Parties to the Convention chose not to object to the reservation requested by Bolivia over its traditional uses of coca leaf. “Next year we hope to evaluate the implementation of a new Drug Law”. Graciela Touzé, president of Intercambios, expressed this in the closing remarks of the 10th Conference on Drug Policy that took place this past June 7th in the Senate of the Nation.
