In support of our long-term goals, which also indicate the type of work TNI does, an ambitious five-year programme was developed in 2014. Although 2018 only marks the mid-point in implementation, impressive progress is already apparent.

Solidarity is the cure. Justice is the vaccine. This was TNI’s rallying call as the pandemic broke in 2020. We knew that the pandemic impacted on a world already in crisis. Many existing inequities would be amplified – with a disproportionate impact on the most vulnerable people, particularly in the Global South.

Between 2000 and 2019, there were over 1400 new cases of “municipalisation” or “remunicipalisation”, the creation of new public enterprises run by local governments or the return of privatised enterprises to municipal hands. Multistakeholder approaches are becoming ever more dominant, shaping standards for products, setting the rules for global initiatives and increasingly entering every arena of global governance including the UN. What is the driving force behind these initiatives? To whom are they accountable? What are the implications for social movements seeking to challenge unjust power relations within states and globally?

In April 2012, most of the hemisphere’s presidents gathered at the Summit of the Americas in Cartagena, Colombia and held a closed-door meeting where drug policy was the only topic discussed. Following that meeting, Colombian President Juan Manuel Santos announced that the Organisation of American States (OAS) was being tasked to analyse the results of hemispheric drug policies and to “explore new approaches to strengthen this struggle and become more effective”. Thus began a one year process led by OAS Secretary General José Miguel Insulza, with the support of OAS staff from the Secretariat for Multidimensional Security and the Inter-American Drug Abuse Control Commission (CICAD), as well as a range of independent experts.
