    La política de tierras – es decir, quién controla qué tierra, cómo se utiliza, durante cuánto tiempo, con qué fines y en beneficio de quién - es un pilar central de este debate. Mientras los políticos de toda Europa se esfuerzan por encontrar un equilibrio entre la necesidad urgente de actuar contra el cambio climático con la necesidad de reforzar la equidad y el apoyo popular a las nuevas políticas, el riesgo de conflicto social se cierne sobre la sociedad. Se trata de un riesgo alimentado por las protestas de los agricultores, la percepción pública del «agri-bashing» y las tensiones de larga duración entre los movimientos conservacionistas y las comunidades agrícolas. Esto se ha vuelto más complejo debido a la interconexión de las cuestiones de la tierra y la identidad nacional, y por la aparente desconexión cada vez mayor entre quienes viven en las zonas rurales y urbanas.
