Techniques for hiding proceeds of crime include transporting cash out of the country, purchasing businesses through which funds can be channeled, buying easily transportable valuables, transfer pricing, and using “underground banks.” Since the mid-1980s, governments and law enforcement have developed an increasingly global, intrusive, and routinized set of measures to affect criminal revenues passing through the financial system. Available data weakly suggest that the anti–money laundering (AML) regime has not had major effects in suppressing crimes.
The US financed "war on drugs" in Bolivia has not only failed in its intention to diminish the flow of cocaine into the United States, it has also negatively impacted the human rights situation in the country.
In 1992, the PSA launched the "WHO/UNICRI Cocaine Project", which according to a press release in March 1995 was the largest global study on cocaine use ever undertaken. The conclusions strongly conflicted with accepted paradigms so that almost as soon as the Briefing Kit started to circulate in the UN corridors, USA officials used their full weight to prevent the release of the study.Years of work and hundreds of pages of valuable facts and insights about coca and cocaine by more then 40 researchers were, in effect, "burned".
Burma/Myanmar is undergoing yet another humanitarian crisis while entering a new critical political stage. In the Kokang region, an opium ban was enforced in 2003, and since mid-2005 no more poppy growing has been allowed in the Wa region. Banning opium in these Shan State regions where most of the Burmese opiates were produced, adds another chapter to the long and dramatic history of drugs, conflict and human suffering.
The United Nations General Assembly Special Session on the World Drug Problem (UNGASS) was held in New York on June 8-10, 1998. It was a disappointing event. No evaluation of current repressive
drug policies took place whatsoever. It was devoted to, as a New York Times editorial phrased it, "recycling unrealistic pledges".
