    Since the 1980s, there has been a major push in rhetoric and institution-building, emphasizing the centrality of attacking the financial lifeblood of drug trafficking networks and organised economic crimes. Much progress has been made in legislation and the creation of financial intelligence units. However, there are volumes of commentary and legal analysis, but almost nowhere in the world is there any systematic analysis of law enforcement or criminal justice inputs or outputs, let alone of outcomes in terms of reduced crimes of any kind or reduced harms arising from the ‘organised’ nature of crime.

    On 11 July 2013, the New Zealand Parliament passed the Psychoactive Substances Act. The legislation enacted a new legal framework for the testing, manufacture, sale, and regulation of psychoactive products with the responsibility on manufacturers to prove a product 'low risk before it could be sold.' The expectation is that the adoption of new modern drug policies will ensure that the drugs people do take are safe, and that help can be accessed easily for those who need it. If the New Zealand approach is successful, other countries might follow lead, or even improve on what has been have done so far.

    At the root of the drug policy debate in Latin America is growing recognition that present policies have failed to achieve the desired objectives, the extremely high costs of implementing those policies paid by Latin American countries, and the need to place higher priority on reducing unacceptably high levels of violence. Of particular concern is the spread of organized crime and the resulting violence, corruption and erosion of democratic institutions.

    Despite its unprecedented nature within the history of the international drug control regime, and regardless of warnings to the contrary, the Plurinational State of Bolivia’s withdrawal from the 1961 Single Convention on Narcotic Drugs on 1 January 2012 did not result in a collapse of the United Nations (UN) based control system. That said, there is a strong case that, although marking the centenary of the regime, 2012 will be seen as the beginning of the end of the treaty system in its present form and the re-structuring of a policy world apparently so cherished by many members of the International Narcotics Control Board.

    Modern use of the coca leaf in Argentina provides a series of examples that could contribute to dispelling many of the myths that have polarized debate about the subject over the last few years. Argentine coca consumption does not fit commonly held preconceptions on the subject. Furthermore, the social acceptance and legitimacy of the habit has created an absurd situation in which the sale and possession of coca leaf for consumption is legal, but the supply and wholesale purchase of it are prohibited, and therefore part of an illegal circuit.

    In April 2012, most of the hemisphere’s presidents gathered at the Summit of the Americas in Cartagena, Colombia and held a closed-door meeting where drug policy was the only topic discussed. Following that meeting, Colombian President Juan Manuel Santos announced that the Organisation of American States (OAS) was being tasked to analyse the results of hemispheric drug policies and to “explore new approaches to strengthen this struggle and become more effective”. Thus began a one year process led by OAS Secretary General José Miguel Insulza, with the support of OAS staff from the Secretariat for Multidimensional Security and the Inter-American Drug Abuse Control Commission (CICAD), as well as a range of independent experts.

    The expert seminar “Innovative cocaine and poly drug abuse prevention programme”, organized by the Forum Droghe, took place in Florence, gathering over 30 people, mainly drug addiction professionals (clinicians or working in harm reduction programs); academics, researchers, NGO representatives. The seminar was introduced by a public presentation of the project, addressed to local and regional policy makers, Italian press and drug professionals from the whole region, in addition to foreign and Italian participants to the seminar. The general aim was to identify the main features of an innovative model of intervention, gathering suggestions from research on “controls” over drug use.

    Reflections upon this year’s CND are mixed. On the one hand, some states went further than ever before in openly challenging the current regime on the grounds that, after a century, it needs modernising. That the government of Uruguay is currently considering a domestic policy on cannabis that would put it in breach of the Single Convention shows that, in one instance at least, we have moved beyond rhetoric and posturing.

    Three United Nations Conventions provide the international legal framework on drug control, instructing countries to limit drug supply and use to medical and scientific purposes. Yet, debate continues on the decriminalisation, or even legalisation, of drugs, particularly cannabis.
