    In Brazil, the first large crack consumption market appeared at the end of the 1980s in São Paulo and expanded during the 1990s reaching its peak halfway the decade. Crack use spread to other regions in Brazil during the 1990s, in particular to youngsters from low-income population in urban areas. A 2002 survey among young street dwellers in all the state capitals revealed that crack had spread to 22 states.

    Based on two studies carried out in the cities of Buenos Aires and Montevideo, this report examines the origin, characteristics and impact of the explosive increase in cocaine base paste in urban areas. It also highlights the variety of products consumed in these cities and the substance known as crack that is consumed in Brazilian cities. The Brazilian experience with this consumption could serve as an example and a lesson for the Southern Cone.

    Re-establishing fumigation is not going to legitimise or win acceptance of the State's activities in the territory of the Park. It is not going to protect the Park from the environmental deterioration generated by the critical interventions of social and military actors in the war. It is also not going to really affect the FARC's "bankroll". What it will do is create well-fertilised territory for the prolonging of the armed conflict.

The briefing paper analyses the developing data collection methodologies used by the UNODC and, while recognising their limitations, summarises the findings of the 2006 report on trends in the demand and supply of the main types of internationally prohibited drugs.

    Reclaiming Public Water has been one of TNI's most successful publications, obviously meeting a need in many countries and many languages. The latest in the series, which includes Spanish, Bahasa Indonesian, Italian with more to come, is Chinese, in a translation undertaken by our friend in Hong Kong, Au Ly. This is my preface, which he has now also translated. The book will be mostly distributed in Hong Kong [where people are fighting against privatisation of the public water system] and Taiwan, but Au has hopes that through the internet, people in mainland China will also be able to access it.

    In its 2006 World Drug Report, the UN Office on Drugs and Crime (UNODC) struggles to construct success stories to convince the world that the global drug control regime has been an effective instrument. An escape-route used in this year's World Drug Report is to fabricate comparisons with higher opium production levels a century ago and with higher prevalence figures for tobacco.
