    Other news

After 40 years of defeat and failure, America's "war on drugs" is being buried in the same fashion as it was born – amid bloodshed, confusion, corruption and scandal. US agents are being pulled from South America; Washington is putting its narcotics policy under review, and a newly confident region is no longer prepared to swallow its fatal Prohibition error. Indeed, after the expenditure of billions of dollars and the violent deaths of tens of thousands of people, a suitable epitaph for America's longest "war" may well be the plan, in Bolivia, for every family to be given the right to grow coca in its own backyard.

  2. Banks financing Mexico gangs admitted in Wells Fargo deal

Wachovia made a habit of helping move money for Mexican drug smugglers. Wells Fargo & Co., which bought Wachovia in 2008, has admitted that its unit failed to monitor and report suspected money laundering by narcotics traffickers – including cash used to buy four planes that shipped a total of 22 tons of cocaine. The admission came in an agreement that Wachovia struck with federal prosecutors, and it sheds light on the largely undocumented role of U.S. banks in contributing to the violent drug trade that has convulsed Mexico. "It is a fundamental debate," the president said, belying his traditional reluctance to accept any questioning of the military-focused offensive against the country's drug cartels. "You have to analyse carefully the pros and cons and key arguments on both sides." The president said he personally opposes the idea of legalisation.

Since marijuana provides the Mexican gangs with up to half their income, taking that business out of their hands would change the balance of power in the drug war. Californians will vote in November on whether to legalise and tax the sale of marijuana to adults. Were the proposal to pass it would render Mexico’s assault on drug traffickers untenable, reckons Jorge Castañeda, a former foreign minister. “How would you continue with a war on drugs in Tijuana, when across the border grocery stores were selling marijuana?” he asks.

La propuesta sobre la legalización de la planta incluida en la boleta electoral estatal para las elecciones de noviembre también hará poco para acabar con los cárteles sofisticados y violentos, según el estudio de la Corporación RAND.
