On 19th to 21st April 2016, there will be a United Nations General Assembly Special Session (UNGASS) held in New York, dedicated to the issue of drug policy. The General Assembly is the highest policy making and representative organ of the United Nations (UN), and its infrequent Special Sessions focus on pertinent topics at the request of member states. The UNGASS on drugs has the potential to be a ground-breaking, open debate about the international drug control system – but there is much work to be done to ensure that it fulfils that potential.
Despite efforts by governments in Latin America, illicit drugs continue to provide one of the largest incomes for criminal organizations, enabling them to penetrate and corrupt political and social institutions.

In Rosario, Argentina, the presence of criminal organisations involved in drug trafficking was a low priority for the government until New Year’s day 2012, when the killing of three innocent civilians by members of a gang sparked press attention.
Latin America has emerged at the vanguard of efforts to promote debate on drug policy reform. Remedying these structural problems at the heart of rural Colombia is the best guarantee of progress of the current peace negotiations that could bring an end to a half-century-old violent conflict.
Mexico has occupied the limelight when it comes to media attention focusing on drug-related violence in Latin America. However, it is actually Central America's Northern Triangle – consisting of Guatemala, Honduras and El Salvador – currently experiencing much higher rates of violence and increasing Drug Trafficking Organization (DTOs) activity, thus providing an illustration of the 'balloon effect' previously experienced by Mexico itself after the implementation of Plan Colombia which was conceived at the end of the 90's. Together the countries of the Northern Triangle now form one of the most violent regions on earth.
Mexico, Colombia and Guatemala face the need to modify their approach to the fight against drug trafficking and are urging the world to do the same. But Mexico and Colombia’s willingness to make the necessary changes is unclear. The three countries are connected by a powerful circuit of trafficking of drugs – whose main market is the United States – weapons and money from illegal activities. But the extent of the problem and the way drug organisations operate in each one of these countries vary.
Remarkable drug policy developments are taking place in Latin America. This is not only at the level of political debate, but is also reflected in actual legislative changes in a number of countries. All in all there is an undeniable regional trend of moving away from the ‘war on drugs’. This briefing explains the background to the opening of the drug policy debate in the region, summarises the most relevant aspects of the ongoing drug law reforms in some countries, and makes a series of recommendations that could help to move the debate forward in a productive manner.
Some five years ago, after Mexico’s President Felipe Calderón declared a War on Drugs followed by a firm military crackdown on drug trafficking organizations, the US and Mexico agreed upon the Mérida Initiative; a three-year programme for the provision of US security assistance to Mexico, mainly in the form of security equipment and law enforcement training for police and military. In 2010, the programme was extended, in spite of severe criticism aimed at its support for an anti-narcotics strategy that had by then produced a variety of adverse effects.
Mexico has experienced an unprecedented rise in crime and violence over the past five years with over 47,000 people killed in crime related violence during this period. For some, the increase in violence is a tragic by-product of President Calderón’s full frontal assault on criminal organizations. For others, the government’s actions, while well intended, have only marginally impacted trafficking while exacerbating the violence.
This brief report outlines the links between cannabis prohibition in British Columbia (Canada) and the growth of organized crime and related violence in the province, and is the first report of a coalition of concerned citizens and experts known as Stop the Violence BC. The report also defines the public health concept “regulation” and seeks to set the stage for a much needed public conversation and action on the part of BC politicians.
The Washington Office on Latin America (WOLA) and the Transnational Institute (TNI) invited a group of 20 experts for a round-table discussion at the WOLA office in Washington DC . The main question on the table: can the concept of “harm reduction” be applied to supply-oriented challenges to better address the harms associated with illicit drug production and distribution, but also minimize the harms that stem from drug control itself?
Last month the film Tropa de Elite 2 (Elite Squad 2) was released in Brazil. It is a sequel to the very successful 2007 film Elite Squad, a semi-fictional account of the BOPE – special heavily armed police units that invade the slums in Rio de Janeiro going after the drug trafficking gangs. In the new sequel the BOPE have a new enemy: paramilitary groups known as 'milícias' in stead of the usual suspects, the drug gangs of Rio.
On October 12, 2010, Mexican president Felipe Calderon traveled to Ciudad Juarez to attend a meeting evaluating the “Todos Somos Juarez” program which was announced seven months ago as a way to “rebuild” the violence-plagued city. Far from receiving praise during his visit, where Calderon inaugurated a mental health hospital and a public park as part of “Todos Somos Juarez,” the president was confronted with widespread protests from journalists and citizens. As one student commented, “Calderon is coming to open a psychiatric center when he is the creator of our psychosis. How does he dare to show his face?”

This report consists of a scientific review that illustrates the relationship between drug law enforcement and drug-related violence. Violence is among the primary concerns of communities around the world, and research from many settings has demonstrated clear links between violence and the illicit drug trade, particularly in urban settings. While violence has traditionally been framed as resulting from the effects of drugs on individual users (e.g., drug-induced psychosis), violence in drug markets and in drug-producing areas such as Mexico is increasingly understood as a means for drug gangs to gain or maintain a share of the lucrative illicit drug market.
Harm-reduction as a policy goal implies targeting directly drug-related harms rather than drug use itself. So far it has been largely a public health sector movement, focused on harms to users, most notably from heroin overdose, injection drug use and club drugs. Harm-reduction has offered fewer solutions to the problems of drug-related crime, violence, corruption or market externalities. However, harm-reduction has potentially much broader application when applied to the entire suite of harms generated by the production, distribution, consumption and control of drugs, not just drug use.
