Javier is a TNI Research Fellow since 2024. He is a lawyer and has a Doctorate of Law from the University of Buenos Aires (UBA). He specialises in international investment law, international trade and human rights.

Javier is a Professor of International Law and has been teaching for more than 20 years, at the University of Buenos Aires (UBA) and since 2009 at the National University of Lomas de Zamora (UNLZ), both in Argentina. He is also an Associate Researcher at the National Council for Scientific and Technical Research (CONICET) of Argentina since 2019 and a researcher at the Faculty of Law of the University of Buenos Aires since 2007, at the "Ambrosio Gioja" Institute of Legal and Social Research, where he currently works.

Javier has been involved with social movements since 2002, when he became interested in participatory research in the Campaign against the FTAA in Latin America. From there he became involved with the international ATTAC network and specialised in the areas of free trade and investment and in the investor-state arbitration claims regime (ISDS), especially in the ICSID. His PhD in Law was based on how this regime affects human rights, especially the human right to clean water and sanitation.

He was the Vice President of CAITISA (Comprehensive Citizen Audit Commission on Investment Treaties and the Arbitration System) of the Republic of Ecuador (2013-2014). He is also a former Expert Advisor to UNCTAD (United Nations Conference on Trade and Development) (2016) and a former Expert Advisor to the United Nations High Commissioner for Human Rights (2019). He has an extensive career in the topics of his specialty, with more than seventy publications and five edited books, and has participated in giving seminars at universities in Germany, Brazil, Colombia, Chile, Spain, Scotland, Ecuador, Mexico, Russia and Uruguay.
