UN expert raises alarm at global trend of restricting civil society space on pretext of national security and counter-terrorism

United Nations human rights expert Ben Emmerson today urged governments across the world to ensure that the NGO sector be allowed to continue to play an indispensable role in co-ordinated efforts to counter the spread of terrorism.

In the Special Rapporteur’s report the publication How international rules on countering terrorism impact civil society by Ben Hayes is referenced as to have provided special recommendations added to the list of 40 recommendations for the Financial Action Task Force. 

"The original recommendations and the eight special recommendations on the financing of terrorism were revised several times and consolidated in 2012. “In doing so, the FATF made permanent a regime developed in exceptional circumstances”.
