Cannabis has a long history in Spain, and laws have traditionally focused on controlling trafficking, not use. In this context, Cannabis Social Clubs emerged, leading municipalities and regions to try to manage and regulate their activities. However today cannabis use, and CSCs in particular, are increasingly at the centre of power struggles between different political and judicial forces.
