    The expert seminar “Innovative cocaine and poly drug abuse prevention programme”, organized by the Forum Droghe, took place in Florence, gathering over 30 people, mainly drug addiction professionals (clinicians or working in harm reduction programs); academics, researchers, NGO representatives. The seminar was introduced by a public presentation of the project, addressed to local and regional policy makers, Italian press and drug professionals from the whole region, in addition to foreign and Italian participants to the seminar. The general aim was to identify the main features of an innovative model of intervention, gathering suggestions from research on “controls” over drug use.

    Les Cannabis Social Clubs (CSC) sont en plein bad trip. Ces coopératives d’autoproducteurs avaient lancé en mars une vaste opération de désobéissance civile, sommant le gouvernement «de prendre ses responsabilités» sur la dépénalisation de la marijuana. Le tribunal de grande instance de Tours a prononcé, hier, la dissolution de la structure fédérant l’ensemble des Cannabis Social Clubs français. Ses membres ont désormais l’interdiction de se réunir.

    Interpellé mi-février après que la police a saisi à son domicile 126 plants de cannabis et 26 grammes d’herbe, le proces contre Dominque Broc ressemblait plus à un combat politique qu’à une joute juridique. «Les Cannabis Social Clubs prônent une consommation régulée et raisonnable de la marijuana. Ils produisent eux-mêmes ce qu’ils fument pour ne pas recourir au marché noir. Il est donc à tout le moins hypocrite de ne pas poursuivre les faits de production et d’envoyer le prévenu devant la juridiction compétente ! tonne son avocat, Philippe Baron.

Cette semaine, la Préfecture de Vendée a officiellement accepté la création d'un "cannabis social club" (CSC), en accusant réception d'un dossier monté par cinq personnes. Ces derniers ont reçu le papier d'attestation officielle avec leur numéro d'association. Les cannabis social clubs, dans lesquels les membres cultivent du cannabis et partagent leur production sans en faire commerce, existent déjà en Espagne et en Belgique. Mais sont totalement illégaux en France.

    The United States must not turn a blind eye to the recreational use of cannabis in states that liberalize drug laws, the International Narcotics Control Board (INCB) said, urging the country to live up to its treaty commitments. Raymond Yans, president of the INCB, said assurances from the U.S. government in December that growing, selling or possessing the drug remained illegal under federal law were "good, but insufficient".

    Le 12 novembre dernier, l'Observatoire Français des Drogues et Toxicomanies (OFDT) publiait les résultats de son étude EROPP 2012 « Perception et opinion des français sur les drogues ». Une majorité de Français est pour la première fois favorable à la proposition d’autoriser le cannabis sous certaines conditions (en maintenant l’interdiction pour les mineurs et avant de conduire). Cette proportion a doublé sur la période 2008-2012 passant de 31 % à 60 % alors même qu’ils sont de plus en plus avertis des risques et danger de sa consommation régulière et quotidienne.

    Country delegations to the UN Commission on Narcotic Drugs (CND) don’t usually vote on things… The protocol is that member states reach consensus on language and policy (often meaning that the final language reflects the lowest common denominator). Usually this diplomatic process works and delegates compromise. However, at the most recent inter-sessional meeting of the CND on 5th November, some delegates drew “red lines” and staked out non-negotiable positions on key issues.
