Multistakeholder approaches are becoming ever more dominant, shaping standards for products, setting the rules for global initiatives and increasingly entering every arena of global governance including the UN. What is the driving force behind these initiatives? To whom are they accountable? What are the implications for social movements seeking to challenge unjust power relations within states and globally?
In December 2017, the Transnational Institute (TNI) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), on behalf of the Federal Ministry of Economic Cooperation and Development of Germany (BMZ), in collaboration with the Thai Office of the Narcotics Control Board (ONCB) and the Mae Fah Luang Foundation under Royal Patronage (MFLF), jointly organised the 9th Asian Informal Drug Policy Dialogue (IDPD) in Chiang Rai, Thailand.
The State is Dead! Long live the State! At the turn of the century, many commentators from the right and left seemed united in their analysis that the state as an economic player was dead or at least no longer relevant. The combined pressures of globalisation, liberalisation and marketisation unleashed by the market-driven dogmas of Thatcherism and Reaganomics had massively expanded the private sector and concurrently downsized the public sector. Corporate power was in the ascendancy and many state-owned companies had become little more than second-rate government departments, and the underlying assumption was that, as the economy evolved, the government would close or sell them to private investors.

In order to better understand the situation around, and possibilities for, local and regional cannabis regulation, a series of six country reports were developed. The country reports provide detailed information about the state of cannabis policy, and the possibilities for change, within each country. This Report summarises some of the key findings from the research and explores opportunities, obstacles, and strategies for cannabis regulation at the municipal and regional level.
Policy changes over the past five years or so have dramatically reshaped the global cannabis market. Not only has there been an unprecedented boom in medical markets, but following policy shifts in several jurisdictions a growing number of countries are also preparing for legal regulation of non-medical use. Such moves look set to bring a clear range of benefits in terms of health and human rights. As this groundbreaking Report, highlights, however, there are also serious concerns about the unfolding market dynamics.
Projects protecting Jakarta against floods are likely to damage the environment and could threaten the livelihoods of tens of thousands of people. The Dutch government, supporting these projects, should question how it balances its interest in supporting Dutch companies with its stated policies of sustainable and inclusive development.
This report focuses on the significant threats to precautionary environmental, labour, consumer and public health policy from regulatory cooperation and “good regulatory practices” chapters within the EU-Canada Economic and Trade Agreement (CETA), US–Mexico–Canada Agreement (USMCA), and the currently parked EU-U.S Transatlantic Trade and Investment Partnership (TTIP).

Multi-billion dollar lawsuits bleeding cash-strapped nations, corporations reversing victories by environmental defenders and dazzling financial rewards for investors who perpetrated human rights abuses. Ten investor-state lawsuits which have been filed, threatened or decided since 2015, from all over the globe (in Europe, Africa, Asia and Latin America), demonstrate that ISDS is again and again used as a corporate weapon against the public interest. This report exposes the true nature of the ISDS regime through 10 recent stories.
This report examines the role of the world’s largest arms (as well as a number of other security and IT) firms in shaping and profiting from the militarization of US borders. Through their campaign contributions, lobbying, constant engagement with government officials, and the revolving door between industry and government, these border security corporations and their government allies have formed powerful border–industrial complex that is a major impediment to a humane response to migration.
Popular movements everywhere are on the rise at the same time as we face ever-greater corporate impunity and increasing state violence. In TNI's seventh flagship State of Power report, we examine today's social movements, their potential to build counter-power, and how we can best resist injustice as well as lay grounds for long-term transformation.
When the New York Times dubbed the global anti-war protesters of February 15, 2003, “the second super-power,” it challenged the decade-plus view of undisputed U.S. global reach that followed the demise of the Soviet Union and the end of the Cold War. The surging protests that brought 12–14 million people in 665 cities around the world were not enough to stop the U.S.-British wars against Iraq, Afghanistan and beyond. But in the decade since that extraordinary mobilisation, the U.S. empire’s reach is showing the effects of rising people’s movements, increasing multi-polarity in the world of nations and governments, declining influence in all international spheres other than military, stubbornly lasting economic crisis, and an extraordinary loss of legitimacy both at home and abroad.
For decades, affected communities around the globe have been resisting the modus operandi of transnational corporations (TNCs) in their territories and workplaces and documenting systemic human rights violations and the track record of corporate impunity with their lives and their deaths. Corporate impunity is embedded in and protected by an ‘architecture of impunity’ that legitimises and legalises the operations of TNCs. This architecture has been established through free trade and investment agreements, the World Trade Organisation (WTO), the structural adjustment policies of the International Monetary Fund (IMF), World Bank and other financial instruments and the aggressive push for public-private partnerships (PPPs). At the core of this architecture is the infamous investor-state dispute settlement (ISDS) system, a private arbitration system that allows TNCs to sue states whenever they consider that their future profits are threatened by new measures or policies aiming at improving social and environmental protection. Thus, it neutralises the function of the state, whose primary responsibility is to defend public interest and protect the well-being of its citizens and the planet from corporate interests.
Giant corporations have taken control of our food. In the last two years, these companies have begun the process of merging and re-arranging themselves into just four colossal corporations. The larger these companies grow, the less we can control them. And the less control we have, the harder it is for us to build the kind of food system that more and more of us want: one that recognizes the value of people, respects the planet, and provides decent, dignified work. How did this happen, and what can we do about it?

A number of cities are pushing for different kinds of public "experiments" in legal distribution that would allow them to better control cannabis in their jurisdictions. Produced as part of a the "New Approaches in Harm Reduction Policies and Practices" project, this Country Report seeks to understand the drivers of German cannabis policy today, and the possibilities for its future.
After decades of tolerance, cannabis policy in Denmark has seen increasing crackdowns, driven by fears about violence and illegal drug markets. However, some activists and politicians argue that another way is possible. Produced as part of a the "New Approaches in Harm Reduction Policies and Practices" project, this Country Report seeks to understand the drivers of Danish cannabis policy today, and the possibilities for its future.
The island of Bali is home to a rich and unique system of agriculture, based around traditional water management systems developed over the last 1200 years. However, growing pressure from the expansion of the tourist trade as well as the effects of climate change are putting these systems at risk. Farmers are fighting to preserve their livelihoods and maintain a base for local food sovereignty in Bali, but significant changes to policy and practice are needed to protect their rights to land, water, and seed.
Kayah State, historically known as “Karenni State”, is an example of the reform dilemmas that the ethnic nationality peoples in Myanmar face today. Although the country’s smallest state, it reflects many of the challenges in peace-building and socio-political transition that need resolution in Myanmar at large: political impasse, a multiplicity of conflict actors, contested natural resources, land grabbing, humanitarian suffering, and divided communities seeking to rebuild after more than six decades of civil war.
