    This week both the UN Commission on Narcotic Drugs (CND) in Vienna and the UN General Assembly 3rd Committee in New York discuss new drug control resolutions related to upcoming reviews of global drug policy. The high-level CND review in March 2014 and the Special Session of the General Assembly (UNGASS) on drugs in 2016 provide opportunities to change course and to ensure drug policy fully respects human rights.

    At the Asia-Europe People’s Forum (AEPF) in Vientiane, Laos, from 16 to 19 October 2012, the Transnational Institute (TNI) organised a workshop on alternative development and crop substitution programmes in Northern Burma and Laos. The final declaration of the AEPF should also be looked upon as a helpful guideline for the International Conference on Alternative Development (ICAD) in Peru next month. TNIs Ernestien Jensema attended the workshop and reflects on its outcomes.

En lugar de enfocarse en las personas que las transportan, la idea es de incapacitar la ruta de tráfico, en vez de usar la tradicional amenaza de encarcelación como disuasivo.
